At the Daegu City National Assembly Public Administration and Security Committee audit held at the Daegu City Sangyeok Building on the 3rd, Daegu Mayor Hong Jun-pyo and Basic Income Party lawmaker Yong Hye-in (proportional) discussed the conflict between public authorities at the Daegu Queer Culture Festival held in the Daegu public transportation zone in June this year. Rep. Yong started off with a well-wishes, saying, “It’s nice to see you here following seeing you in Yeouido,” but he immediately turned the topic to the administrative proxy execution carried out by Daegu City at the Daegu Queer Culture Festival.
He said, “Local government heads do not have the authority to ban or disperse assemblies and demonstrations,” and criticized Mayor Hong’s policy of executing administrative duties during the Queer Festival.
Mayor Hong responded by saying, “According to Article 12 of the Assembly and Assembly Act, that (public transportation zone) is a restricted assembly area, and in order to hold an assembly, you must obtain a road occupancy permit from Daegu City, but we might not allow that.”
Rep. Yong also did not back down, saying, “The mayor’s statement is a claim that violates the Constitution, which was also ruled by the Seoul District Court in 2014,” and “The Ministry of Government Legislation also requested an authoritative interpretation, but it declined.”

As there was a war of words and shouting between Mayor Hong and Rep. Yong, People Power Party Rep. Kim Yong-pan (Daegu Dalseo-gu County), head of the audit team, intervened and concluded, “Please use additional questions,” ending the controversy over the conflict between public power at the Queer Festival.
Previously, at the 15th Daegu Queer Culture Festival held in the Daegu public transportation zone on June 17, police and Daegu city officials directly clashed over whether road use was ‘illegal’ or not.
In accordance with the court ruling, the Daegu Police Agency stated that it was a “legal assembly” and that “police force was deployed to prevent safety accidents, etc.” However, Daegu City launched an administrative force to block the installation of booths, saying, “Occupying the road itself is illegal.”
In the process, a standoff continued for regarding 10 minutes, with the police pushing back the civil servants.
