After the death of an elementary school teacher last month, the Ministry of Education came up with a ‘comprehensive plan’ in response to the voices of teachers demanding the protection of teaching rights.

The school civil complaint system will be completely reorganized, and it is expected that parents who repeatedly submit malicious complaints will be able to take disadvantageous measures at the strengthened Teacher Rights Protection Committee.

In the future, teachers will no longer have to respond to civil complaint requests through personal mobile phones, and the complaint system will be reorganized centering on institutions such as schools.

The Ministry of Education today announced the ‘Comprehensive Plan for Restoring Teacher Rights and Strengthening Protection’.

According to the comprehensive plan, first of all, a complaint response team consisting of around 5 teachers and administrative personnel will be established under the responsibility of the school principal.

School complaints are first received by the complaint response team, and depending on the type and content, they are directly responded to or forwarded to the school staff in charge.

If the complainant continues to use abusive language, the complaint response team may end the call following warning of legal action.

In addition, if the received complaint has a high possibility of infringing on educational activities, the school principal must take responsibility for handling it.

The integrated civil affairs team of the Office of Education plans to include professional personnel such as lawyers.

The reorganized civil complaint system will be piloted in some schools from the second semester of this year, and will be expanded from next year.

Responding to the criticism that the reorganization of the civil complaint system will increase the workload of educational officials in schools, the Ministry of Education announced that it plans to increase additional manpower and prepare artificial intelligence civil complaint systems such as chatbots.

In addition, if there is an infringement of educational activities due to malicious complaints from parents, the matter will be reviewed by the Teacher Rights Protection Committee to come up with a plan to take disadvantageous measures, and if the principal conceals or reduces such infringement, the policy will be followed by disciplinary action.
