Complaints of ‘El Chapo’ and Arrival of Colombian Narco to ADX Prison

A couple of days ago, a letter from the capo Joaquín ‘el Chapo’ Guzmán was released in which he complained about the conditions of confinement in which he is serving his life sentence in the United States.

The dangerous Mexican narco-who has escaped a couple of times-says that his rights are violated and that they even prevent him from receiving documents in Spanish from his defense and family. In the place, he only has visits once a month for 15 minutes and the isolation to which he is subjected is almost absolute.

“El Chapo” complained about the prison rules in which he is serving a life sentence.

This is the letter that ‘el Chapo’ managed to get out of jail with complaints about the regulations.

‘El Chapo’ refers to the ADX Florence maximum security prison, in the United States (USA), to which a new guest of Colombian nationality will arrive in the coming days, who has just received a 45-year prison sentence.

Although it is not a life sentence -because the agreements with Colombia prohibit it- it is almost comparable due to the age of the convict: 51 years.

This is Dairo Antonio Úsuga, alias Otoniel, the top boss of the ‘Clan del Golfo’, who packs his bags to get to that prison. That is why he still does not appear in the records of the United States Bureau of Prisons.

Sources close to his defense confirmed the transfer to EL TIEMPO.

ADX cells are the size of a car park and their furniture is made of concrete.

ADX Florence, located in a remote prison complex 185 kilometers south of Denver, is known as the “Alcatraz of the mountains,” a reference to the San Francisco Bay prison where Al Capone and other famous criminals of the 1930s.

It has 490 concrete cells, only 2 by 3 square meters with blocks that completely isolate noise and cancel the entry of signals from any device.

The inmates remain isolated 23 hours a day. And they receive food through a window in the door.

The jail is guarded by 10 towers and a laser beam system.

Outside, the ADX prison has several watchtowers and mobile patrols with armed guards 24 hours a day.

rule 35

The same sources told EL TIEMPO that the transfer process to the impassable prison can last up to 8 days.

In addition, that in 5 years it could be requested that the sentence be reviewed – one of the highest assigned to a Colombian – in light of the so-called rule 35.

“Most of the inmates in that prison are terrorists. That is why the security measures and the regime are extreme,” said an informed source.

And he added that the possible reduction that Otoniel can achieve depends on the Government and not on the management of his lawyer Alexei Schacht.

Judge Dora Irizarry, of the Eastern District Court of New York, imposed on ‘Otoniel’ the sentence that the prosecution had requested, alleging that this is, “without a doubt, one of the most serious cases in terms of drug trafficking activity.” that the court has instructed.

The judge also rejected the apology requested by the convicted person, who made a plea in favor of an end to the armed conflict and a negotiated peace. “I doubt if they hadn’t stopped him, he would have stopped what he was doing,” Irizarry said.
