The three representatives of the municipal Executive of Bariloche who are part of the Social Council of Lands They were absent from the last meeting of that advisory body, where criticism intensified for the lack of a clear public policy on housing matters.
Los self-summoned tenants who complain regarding the shortage of rental housing and apartments, which They are waiting for new subdivisions (some with an ordinance already approved) and also those who live in poor neighborhoods benefited from Infrastructure works whose execution registers considerable delays took their demands to the Council meeting and left without answers.
The president of the Municipal Land and Housing Institute, Paula Meira, the Secretary of Environment and Urban Development Claudio Otano and the Secretary of Human Development Juan Pablo Ferrari are the ones who must participate in the Land Council on behalf of the government and received the respective summons at the last meeting, but the three of them left the chair empty.
This was denounced by the members of that forum, among them the opposition councilors Julieta Wallace and Gerardo del Río, who promised to present a formal request for the Executive branch to report on the application of the Habitat Bariloche programwhich (among other things) had to develop and award 500 social lots.
The representative of the Environment and Sustainable Habitat Foundation, Tomás Guevara, said that they had expectations at the meeting because it was “the first of the year” and assured that the defection of government officials was poorly received. That is why they decided to make a public reproach.
He clarified that they received the formal summons for the Land Council and their participation is not voluntary, but “mandatory by ordinance.” to your understanding “There is a lack of political will”because the IMTV has a board of three members and the secretaries have undersecretaries, so the absence of all drew attention.
Guevara said that there are several issues of urgent treatment such as Parcels paralyzed by the Luz y Fuerza union (40 beneficiaries) and of the metered parking cooperatives (another 30 units), which have already been formalized by ordinances, but have no progress. He pointed the Executive “should make the urban plan and go to the approval of the Cadastre, to then award, but it does nothing”.
He argued that the crisis in terms of access to land and housing worsens day by day, “there is a request with 300 signatures to declare a housing emergency”, there are the unfinished works of the National Registry of Popular Neighborhoods that are waiting in Nueva Jamaica, Arrayanes, Wanguelen and other neighborhoods, and the demands of the tenants are also added, but the Executive does not seem to have a work plan that responds to them. “It’s something that builds pressure and one day overflows,” warned Guevara.
Representatives of various neighborhood councils, self-convened tenants, the Gente Nueva Foundation, the Alún Ruca neighborhood, the Parking cooperatives and FTV Miles, among others, participated in the meeting.
According to what was reported, the representative of the National Socio-Urban Integration Secretariat, Pablo Marigo, reviewed the status of the works in the neighborhoods covered by Renabap, which “although they registered some degree of activity, are still far behind in relation to the expected times”, especially those that must ensure drinking water in the Eva Perón and Arrayanes neighborhoods.
Guevara said, as an example of the erratic public policy, that the municipality had promised to guarantee 500 social lots to “decompress” the demand and bet everything on the Las Morenas subdivision, which came to enter the Municipal Council as an ordinance project, but It was halted because “the owners might not prove ownership of the property.”
