Comparing Compensation: Public Sector vs. Private Sector in Quebec

In terms of overall compensation collected in 2022, it is employees of cities of 25,000 inhabitants or more who win the prize in Quebec.

In the study that it has just published, Statistics Quebec evaluates their total remuneration (salary, pension plan, benefits, hours of presence at work) at an amount of $67.64 per hour on average.

The second highest paid workers are federal civil servants with an overall income of $66.78 per hour, barely 1% below that of municipal employees.

In this period of renegotiation of collective agreements in the Quebec public sector, the results of the new survey by Vladimir Racila of the Quebec Institute of Statistics (ISQ) on total compensation show as objectively as possible that the employees of the Quebec public sector earn quite a bit less than their counterparts in the municipal sector and the federal government.

The entire Quebec administration currently earns an average overall salary of $58.23 per hour, or 14% less than municipal civil servants. Compared to federal employees, the gap is 12.8%.

There is no doubt that the results of the ISQ survey come at the right time for the Common Front (the CSN, the CSQ, the FTQ and the APTS) which represent some 420,000 workers in the Quebec state. in the public sectors, in education, health and social services as well as in higher education. Remember that the collective agreements expired on March 31, 2023.

WORST IN PRIVATE

In terms of overall compensation, employees in the private sector lag well behind all civil servants, regardless of the level of government they work for, whether municipal, federal or provincial.

Employees who work in companies with 200 or more employees in the manufacturing sector receive an average total remuneration of $48.20 per hour. The same or almost the same applies ($48.14 per hour) for other employees in the private sector who work in companies with 500 or more employees.

We therefore see here a gap of 28% with the municipal and the federal and a gap of 18% with the provincial.

The gap compared to civil servants is even greater when working in SMEs with 200 to 499 employees, where overall compensation is limited to $41.82 per hour, on average. This is 38% less than the total remuneration paid to municipal and federal civil servants. Compared to employees of the Quebec public service, the gap is 28%.

AT THE LEVEL OF ANNUAL SALARIES

Here too, the results of the ISQ survey reveal significant differences between employees in the public sector and those in the private sector.

As proof, here is the average annual salary of each group of employees in Quebec, in 2022:

– Federal administration: $87,836 ($44.73 / hour)

– Municipal administration: $81,856 ($42.81/hour)

– Quebec administration: $71,274 ($38.51/hour)

– Manufacturing companies: $69,390 ($33.78/hour)

– Businesses with 500 or more employees: $68,828 ($34.32/hour)

– SMEs with 200 to 499 employees: $61,611 ($30.63/hour)

As you can see, in 2022 it turned out to be more profitable to work in the public sector than in the private sector.
