On April 22, 2024, a meeting of the Committee on Environmental Policy and Nature Management was held in the format of a video conference. In particular, people’s deputies of Ukraine – members of the Committee, employees of the Committee’s secretariat, managers and representatives of the Ministry of Environment, the Ministry of Economy, the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, the Secretariat of the Cabinet of Ministers of Ukraine, enterprises and public organizations took part in the meeting.
At the meeting of the Committee, the issue “Presentation of the project of the National Energy and Climate Plan” was considered. The mentioned Plan was presented by the Ministry of Economy of Ukraine. The plan was developed by a group of experts under the leadership of the Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformations and Digitalization O.D. Sobolev. for its adoption by the Cabinet of Ministers of Ukraine following taking into account the comments of the Secretariat of the Energy Community. According to the Ministry of Economy, the requirement to develop integrated National Energy and Climate Plans (NECPs) for EU member states is defined by Regulation (EU) 2018/1999, adopted as part of the “Clean Energy for All Europeans” package. The development and adoption of NPEC is an obligation of Ukraine within the framework of the Treaty on the Establishment of the Energy Community and a condition for the implementation of the EU Ukraine Facility financial aid program. The main goals of NPEK are medium-term planning, coordination of state policies on energy and climate, identification of investment needs and gaps in existing policies, and strengthening of international cooperation. The committee took note of the Ministry of Economy’s presentation of the project of the National Energy and Climate Plan.
After listening to the information of the Chairman of the National Commission for Radiation Protection of the Population of Ukraine, People’s Deputy of Ukraine O.L. Kopylenka. regarding the report on the work of the Commission for 2023, the Committee decided to take it into account.
The Committee listened to and agreed with the proposals of the Chairman of the Committee O.V. Bondarenko. on amendments to the Work Plan of the Committee on Environmental Policy and Nature Management for the period of the eleventh session of the Verkhovna Rada of Ukraine of the ninth convocation.
