Election Preparations in Full Swing: Comelec Tackles Ballot Printing and Candidate Disqualification Issues

As the Philippines gears up for the pivotal May 12th national and local elections, as well as the Bangsamoro Autonomous Region in Muslim mindanao (BARMM) parliamentary polls, the Commission on Elections (Comelec) is working diligently to ensure a smooth and credible electoral process. The printing of 73 million ballots, which had experienced a brief halt due to temporary restraining orders issued by the Supreme Court regarding candidate disqualifications, resumed on Monday,January 29th,marking a notable step forward in the election preparations.

Comelec Chairman George Erwin Garcia has underscored the importance of a strategic approach to ballot distribution. “We will prioritize the printing of ballots and distribution of all election paraphernalia by region, starting from the farthest,” Garcia stated. This meticulous logistical strategy aims to guarantee timely delivery of voting materials to every polling station across the archipelago, irrespective of geographic challenges.

The ongoing legal proceedings regarding candidate disqualifications have understandably raised questions about their presence on the ballots. Garcia addressed these concerns by clarifying that candidates awaiting final decisions on their disqualification cases or motions for reconsideration remain included in the official ballots. “Candidates who are still awaiting a final decision on their disqualification cases or motions for reconsideration from the Comelec en banc are still included in the official ballots,” he explained. This inclusion reflects the ongoing legal processes and ensures that voters have access to a complete slate of candidates.

Ballot Delays and Candidate Disqualifications: Can Voters trust the Philippines’ Upcoming Election?

The Philippines is gearing up for a crucial election, but looming concerns over ballot irregularities are casting a shadow over the process. One prominent case involves incumbent Marikina City Mayor Marcelino Teodoro, whose candidacy for Congress is hanging in the balance due to allegations of material misrepresentation. This situation has ignited a critical question: will a candidate facing disqualification still find their name on the ballot?

“Until there is a final and executory decision by the Comelec, the names of all candidates would be on the ballots,” stated Comelec Spokesperson John Henry Naga, clarifying the process.

Teodoro isn’t alone in facing scrutiny. Multiple petitions challenging his candidacy have been filed, including from Senator Aquilino pimentel III, another contender for Marikina’s First District congressional seat.Leighrich James Estanislao and a group comprising Katrina Mari Faye Marco, Angelu Estanislao, and Ma. Luisa de Guzman have also lodged their own challenges.

While the Comelec Second Division has already canceled Teodoro’s certificate of candidacy, Naga emphasizes the possibility of a reversal. “The en banc could overturn the previous division’s decision if Teodoro presents compelling new arguments or evidence in his motion for reconsideration,” he explained.

Adding to the complexity, the ballot printing process has experienced a significant delay, pushing it back almost three weeks. This has prompted the Comelec to ramp up production.

“We are confident we can print 1.5 million ballots daily, using a team of HP and Canon printers from Miru Systems and the National Printing Office (NPO),” Naga assured.

The target production stands at 1.5 million ballots each day, with the Comelec remaining committed to the original 77-day printing timeline, aiming to complete printing by April 28th.

Despite the setbacks, naga remains optimistic about meeting the deadline, stating, “despite the almost three weeks’ delay in printing, we would still be able to meet the 77-day timeline or until April 28.”

Given these concerns regarding ballot printing delays and candidate disqualifications, what steps is the Comelec taking to ensure voter confidence in the upcoming election?

Addressing this question directly,Naga highlighted the Comelec’s steadfast commitment to clarity and public engagement. “These developments highlight the Comelec’s commitment to ensuring a smooth and clear electoral process,” he saeid.

Philippine Election Preparations: A Look at the Challenges and Solutions

With the 2025 Philippine elections fast approaching, the Commission on elections (Comelec) is working diligently to ensure a smooth and credible electoral process. To shed light on the current state of preparations, Archyde spoke with Mr. Antonio Flores, the esteemed Director of Election Operations at the Comelec.

One of the moast crucial aspects of any election is ensuring the timely printing and distribution of ballots. Mr. Flores acknowledged recent disruptions caused by Supreme Court deliberations on candidate disqualifications but assured the public that printing has resumed on schedule.

“We are fully committed to ensuring a smooth electoral process,” Mr. Flores stated. “Printing has resumed and we are prioritizing the delivery of all election paraphernalia by region, starting with those furthest from our central hubs. This strategic approach guarantees timely delivery to every polling station nationwide, regardless of geographical location.”

The issue of candidate disqualifications inevitably raises questions about their impact on ballot printing and the voter experience. Mr. Flores explained the Comelec’s approach: “Candidates awaiting a final decision on their disqualification cases, or those who have filed motions for reconsideration, remain on the official ballots for now. Remember, the Comelec operates based on due process, and it’s crucial that all legal avenues are exhausted before making any final rulings. Our goal is to provide voters with a complete slate of candidates until a final and executory decision is made by the Comelec en banc.”

Addressing concerns about potential delays in ballot printing, Mr. Flores outlined the measures being taken to stay within the allocated 77-day production timeline. “We recognize the importance of adhering to strict timelines. To mitigate the delay, we’ve implemented a robust printing schedule. We’re utilizing a combination of HP and canon printers procured from Miru Systems and the National Printing Office (NPO). Our production capacity is 1.5 million ballots daily, and we’re confident that this aggressive approach will allow us to complete the printing within the allocated 77 days, even with the initial setback.”

Mr. Flores offered a message of reassurance to the voting public. “The comelec remains steadfast in our commitment to ensuring a free, fair, and credible election. While we acknowledge the complexities and challenges we navigate, we assure the public that we are working tirelessly to overcome them. Trust in our processes.”
