Colombian immigration authorities recently confirmed to independent media outlet 14ymedio that the visa requirement is a unilateral decision by Wingo Airlines and that Cubans only need one if they wish to enter the country. However, ultimately the airline has that right.
According to this newspaper, Erika Vanessa Carrillo Prieto, an official from the Immigration Control Sub-directorate, stated that “Resolution 3717 of May 23, 2023, establishes that Cuban citizens do not require a visa to carry out direct airport transit to a third State at Colombia’s international airports.”
“Cuban nationals will be able to transit through the airport, as long as the passenger does not need to enter Colombia,” he added.
However, he added, “in the event that the technical stopover involves entering Colombian territory, for example: to collect your luggage due to a possible change of airline and/or when said transit is longer than 24 hours, you must have a Colombian visa issued by the Ministry of Foreign Affairs.”

Regarding the case of visas required for Cubans, the official said with Wingo that “Immigration Colombia has no influence on the additional requirements that airlines demand from travelers. to allow them to board, given that international air transport companies are governed by internal policies.”
