After examination, the national advisers of the transition, approved two loan agreements this Wednesday, June 14, 2023. They concern the rehabilitation projects of the national Coyah-Mamou-Dabola and the urban roads of Conakry.
These two projects are part of the law relating to the financing of the Conakry urban road rehabilitation project and the rehabilitation of the Coyah-Mamou-Dabola national road, as well as their amendments.
The changes made to this project revolve around the extension of the timeframe for the availability of funds, since the agreement that was signed in September 2017 in China with the partners, was supposed to end in December 2022. According to information, this delay was targeted by the Covid-19 pandemic and the Guinean authorities failed to release the full $515 million for the two projects. Hence the request for the authorization law from the national advisers to allow the Chinese partner banks to extend the financing until December 2023.

“It is important to remember that these two agreements stem from the Sino-Guinean strategic agreement, commonly known as the ‘Mines versus Infrastructure Agreement’, signed in September 2017, for a total envelope of 20 billion US dollars, the reimbursement of backed by revenues from the operation of the Chalco, CDM-Henan and China Power Investment (CPI) mining projects.
The occurrence of a case of force majeure, in this case the Covid-19 pandemic, led the contracting parties to introduce amendments to the initial contracts, with a view to completing the work. Thus scheduled for a period of 35 months from June 2019, the “Conakry Urban Roads Rehabilitation Project” has been extended by 13 months. The “Coyah-Mamou-Dabola National Road Construction Project”, whose initial completion date was set for February 7, 2022, was extended by 16 months.
The extension of these two contractual dates leads us to legislate on the duration of the disbursement. Initially scheduled in the loan agreement for November 19, 2022 and December 20, 2022, respectively for the rehabilitation of urban roads in Conakry and the construction of the Coyah-Mamou-Dabola National Road, this disbursement period has been extended, in second intention, until December 18, 2023, for both projects.
The expiry of the disbursement deadline has led to delays in the payment of accounts which, since July 2022, have not been made to either of the two companies, which have however continued to invest in the mobilization of staff, equipment and equipment, in order to ensure the smooth running of the projects, which then consequently caused enormous difficulties in their cash flow.
Present at this plenary, the Minister of Infrastructure and Public Works, Mamadou Gando Barry, clarified the structure of the roadway of the national Coyah-Mamou-Dabola.
