Classify sodium 3-(allyloxy)-2-hydroxypropanesulfonate as a Category 1B reprotoxic substance | Anses

Sodium 3-(allyloxy)-2-hydroxypropanesulfonate (HAPS) is used in adhesives and sealants, paints and coatings, resin products, and water treatment products for its corrosion inhibitor and anti-scalant properties.

Eye damage and fertility problems

This substance is currently not regulated at European level for its toxic properties. Following a targeted toxicological assessment of ocular and reproductive effects, the Agency confirms the substance’s ability to cause serious eye damage based on an in vitro study. It also confirms the ability of the substance to induce a reproductive impairment via the observation of a decrease or even a total absence of births in a study in rodents.

In order to protect populations, the Agency proposes to classify and label this substance as follows: :

“Causes serious eye damage; category 1 (H318)”; “May damage fertility; category 1B (H360F)”.

« If this proposal is validated at European level, measures to restrict the quantity of the substance present in products for consumer use and measures to protect workers will have to be implemented when handling this substance, notably involving an upstream substitution approach. ” explains Dominique Brunet, deputy head of the chemical substances unit at ANSES.

The classification proposal put out for public consultation

This proposal is the subject of a public consultation on the ECHA website from October 4, 2021 for a period of two months, in order to give all stakeholders the opportunity to present their positions, their scientific arguments or the additional information they have.

The initial proposal, comments and responses provided by ANSES will be brought to the attention of ECHA’s Risk Assessment Committee, which will issue an opinion on the classification of HAPS. On the basis of this opinion, the European Commission will issue its final decision.
