Police and civil servants gather in downtown Daegu.

There are more than 1,500 police officers, including 20 squadrons of riot police, and more than 500 employees of Daegu City Hall and Jung-gu Office.

At around 9:30 am, when a truck loaded with stage equipment was regarding to enter the site of the Queer Culture Festival, officials rushed to block the car.

Police stop officials.

″<나오세요, 나오세요, 나오세요.> I am the deputy mayor.″

″<도로 위에서 농성을 왜 하시는 겁니까?> (So that city buses go) It’s for road communication, right? <도로 소통을 막으시는 거잖아요.>″

The physical struggle continued until Hong Joon-pyo, the mayor of Daegu, appeared.

″The act of restricting the passage of buses, tying the feet of citizens, and allowing trucks to enter illegal road occupations is aiding and abetting illegal road occupations. I will hold the head of the Daegu Police Agency accountable.”

Then, the Daegu Police Agency Civil Servant Work Council issued a statement and criticized Mayor Hong for insulting the Daegu Police.

An application for a provisional injunction to ban the queer festival was not accepted by the court, and there is a precedent that states that the use of roads for legally reported assemblies cannot be viewed as illegal, but the city of Daegu is overreacting.

″Despite the decision to dismiss (provisional injunction) in the court, I am very concerned that this kind of administrative vicarious execution takes place ignoring any procedure.″

Initially, the city of Daegu tried to stop the festival by announcing an “administrative execution,” but following Mayor Hong visited the site and held a press conference, the officials withdrew.

The Queer Festival Organizing Committee carried out the festival as scheduled despite the chaos it experienced for the first time in 15 years.
