The new draft law on mobilization from the Cabinet of Ministers proposes to introduce a requirement for people entering the civil service for the first time. In particular, only those who have basic general military training or military service will be hired. Exceptions are persons unfit for service.

As indicated in the text draft law “On Amendments to Certain Legislative Acts of Ukraine Regarding Certain Issues of Military Service, Mobilization and Military Registration” on the website of the Verkhovna Rada, for this it will be necessary to amend Article 19 of the Law on Civil Service.

“A male person under the age of 60 who has not completed basic military training or military service cannot enter the civil service for the first time, except for persons exempted from basic military service in accordance with Article 18 of the Law of Ukraine “On Military Duty and Military Service “or recognized as unfit for military service due to their health,” the document states.

The new bill on mobilization – what is known

As UNIAN reported, on January 30, 2024, the Cabinet of Ministers submitted an updated version of the bill on mobilization to the Verkhovna Rada. Defense Minister Rustem Umyerov and Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny will present the document in the parliament.

According to the new draft law, citizens’ responsibilities regarding mobilization preparation and mobilization will include registration of an electronic cabinet. The summons can be sent through the electronic cabinet, the day of its delivery will be considered the day when the TCC received notification of its delivery.

At the same time, the evaders will be prohibited from traveling abroad. Their assets can also be seized.

Among other things, the draft law proposes to allow officials and law enforcement officers to be called up for military service. Reservations will be made by the heads of city, village and territorial communities. But conscripts in local self-government bodies will have a reservation in the amount of 50% of the staff.
