The City of Quebec will recommend the demolition of a century-old building in Limoilou whose dangerous nature recently forced a neighborhood institution, the submarine restaurant Le Marinier, located in the neighboring building, to suspend its activities.
The popular counter on 1st Avenue, founded 45 years ago, announced to its customers, on Facebook, on December 22, “with a heavy heart,” that it must close “for an indefinite time” due to circumstances. “out of [son] control”, sparking more than a hundred comments.

A visit to the site, near the intersection with 18th Street, reveals that concrete blocks and barriers were installed in front and behind the building which houses the Marinier and the adjacent building, 1773-1775, 1st Avenue.

It is the 1773-1775, a building built in 1909 which has “good” heritage interest according to the built heritage directory, which poses a problem.

City spokesperson Isabelle Petit explains that “numerous notices of violation have been sent over the years” and that “the lack of maintenance by the owner over all these years has led to a state of disrepair. widespread dilapidation and a gradation of interventions.
In spring 2023, procedures were initiated to force the work to take place. However, on November 17, a roof collapse occurred, “making the site and its immediate surroundings unsafe,” says Ms. Petit.

Before the courts
“Having failed to obtain the cooperation of the owner, the City had to take legal recourse to the Superior Court in order to obtain an order, which requires the securing of the site, the evacuation of the occupants of the neighboring building and the surveillance 24/7 from both buildings,” said the spokesperson.
Everything came into force on December 21. Note that no resident had to be rehoused. According to neighbors, in addition to the businesses, the premises have been disused for several years.

“It also worries us because it’s nearby. We wonder if there won’t be a fire there or if there won’t be squatters,” sighs a citizen, François-Xavier Bélisle, who said he was relieved that the City was taking action.
The City confirms that it will request the demolition of 1773-1775 under the Law on Land Use and Urban Planning, mainly in connection with “the dangerousness that this building represents given its dilapidation.” However, it will be up to the court to decide.

The two properties, the problematic one and the one housing Le Marinier, belong to the same individual, Yves Dorval, according to the municipal land register. It was impossible for us to contact him for this report, despite our efforts.
The case will return to court on January 16.
Brûlerie Limoilou, whose premises are also nearby, is not affected by the situation.
