The development of a circular economy is a strong trend in many countries around the world because of the economic, environmental and social benefits that it is expected to bring such as creating opportunities for economic growth. economy, creating jobs and reducing environmental impacts, achieving the Sustainable Development Goals (SDGs) and responding to climate change.
Therefore, the circular economy is being considered by Vietnam as a priority in the next phase of the country’s development.
VNA reporter would like to introduce a series of 2 articles related to the content: “Developing a circular economy.”
Lesson 1: Reducing environmental impact
In order to develop the circular economy, the Politburo issued Resolution No. 55-NQ/TW, “On orientations of Vietnam’s national energy development strategy to 2030, with a vision to 2045,” in That affirms to give priority to development recycled energydevelop power plants using waste and waste to protect the environment and develop circular economy.
Greening economic sectors
The Prime Minister issued Decision No. 687/QD-TTg approving the Circular Economy Development Scheme in Vietnam with the goal of contributing to reducing the intensity of greenhouse gas emissions by at least 15% by 2030. to reduce net emissions to zero by 2050.
At the same time, increase awareness and investment interest of domestic and foreign enterprises and investors towards the circular economy model, promoting the greening of economic sectors.
Model Circular Economy construction support green lifestylewhich encourages waste segregation and promotes sustainable consumption.

The highlight of the Circular Economy Development Project, in particular, is that by 2025, circular economy projects will initially be put into practice and bring into full play.
Reuse, recycle, and treat 85% of generated plastic waste; reduce 50% of plastic waste in the sea and ocean compared to the previous period; gradually reduce the level of production and use of non-biodegradable nylon bags and disposable plastic products in daily life.
According to Associate Professor, Dr. Nguyen The Chinh, former director of the Institute of Strategy and Policy on Natural Resources and Environment (Ministry of Natural Resources and Environment), circular economy development also demonstrates the responsibility of the country in solving the problem. address global challenges caused by environmental pollution, climate change, and at the same time improve the capacity and competitiveness of the economy.
Circular economy helps to take advantage of used materials instead of waste disposal costs; minimize the exploitation of natural resources, make the most of the value of resources; minimize waste and emissions into the environment.
For society, the circular economy helps to reduce social costs in management, environmental protection and climate change response; create new markets, new job opportunities, improve people’s health…
Implementing a circular economy can be considered as one of the breakthrough solutions to solve the relationship between economy and environment in the context of industrial development, urbanism, changes in consumption and lifestyle.
In particular, in the context that the supply of raw materials and fuels is being disrupted due to social distancing, the implementation of the circular economy is still being considered as one of the solutions to contribute to the recovery of the post-COVID economy. -19.
Creating livelihoods for people
Luong tree is considered an endemic tree in our country and is grown a lot in Que Phong district, Nghe An.
The tree has the characteristic of long burning, in which there are segments up to 1.5m long; long, smooth, white fiber structure, very suitable for the production of high-class handicraft products for export, especially rattan and bamboo products.
Therefore, the sustainable development of a high-quality and efficient bamboo value chain will contribute to improving the value of bamboo products.
In addition, the effective management and exploitation of mangrove forests will contribute to the restoration of green ecosystems, minimizing damage caused by natural disasters such as flood, flash floods, landslides in mountainous districts. of Nghe An province.
In Que Phong district (Nghe An), 7 groups of farmers with 212 members managing and exploiting nearly 840ha of wild forest have received FSC certificate (certificate for forest managers or producers). production of forest products, ensuring the criteria of sustainable development, balancing environmental protection values with social benefits of stakeholders). This is the first locality in Nghe An to receive FSC certification, marking a step forward for forest operators in Nghe An.
The FSC certificate is issued by the World Forest Stewardship Council to encourage harvesting activities that go hand in hand with the sustainable development of forest resources, preventing indiscriminate exploitation of forests. This is considered as a passport for local products from the neem tree to penetrate into fastidious markets such as Europe, the US, and Japan, bringing higher and more sustainable incomes to people and businesses. .
Since 2018, the project “Sustainable and comprehensive development of the clam and bamboo value chain in Vietnam (SCBV)” has organized technical training courses and shared experiences in planting, tending and exploiting mangrove forests. according to FSC standards, making local people gradually have confidence.
Mr. Ha Van Phong, a farming household in Dong Van commune, Que Phong district (Nghe An), confided: “In parallel with the theory, the project also supports pilot models of reforestation in some villages. Experts only teach dedicatedly and specifically, from how to classify and exploit trees by age, how to cut down to the root and clean up garbage following exploitation. Before the project, the radish had very low economic efficiency, following the project, the tamarind tree brought regarding higher exploitation efficiency.”
Mr. Phan Van Thang, Director of the Center for Research on Non-timber Forest Products (Vietnam Academy of Forestry Science), shared that the project has brought a great impact in the field of forestry. Sustainable Development bamboo in Nghe An and Thanh Hoa, contributing to hunger eradication and poverty alleviation for the people…”
According to Mr. Hoang Trung Son, Deputy Head of Forest Production and Development Department (Nghe An Provincial Forest Protection Department), in terms of environment, when the forest has FSC certificate, the exploitation and business activities are inspected, monitored, and controlled. have specific and detailed plans for each location, area and intensity of exploitation, so that when the exploitation is complete, it does not affect forest resources, in the process of exploitation, materials and waste are collected. collected in accordance with regulations, in the process of exploitation, it does not affect the living environment of animals.
Ms. Bui Van Hien, Vice Chairman of the People’s Committee of Que Phong District, Nghe An, emphasized: “In the near future, the district will plan to expand to 1,000-2,000 hectares outside of the FSC certificate. carry out the issuance of FSC certification.”
With the results achieved, on July 1, 2022, the Research Center for Non-timber Forest Products (Vietnam Forest Science Institute) in collaboration with the People’s Committee of Que Phong District held the Workshop “Introduction, announced and received FSC certificate for a group of households in Que Phong district.”
In the coming time, Que Phong district will continue to accompany businesses and people to develop more green economic models associated with sustainable environmental protection, ecosystem protection, and moderate biodiversity. create long-term livelihoods for local people.
