Ciolacu’s plan, if the new taxes fall to the Constitutional Court: It is possible to come not with new taxes, but with other fiscal-budgetary instruments

Prime Minister Marcel Ciolacu says that the Government will come up with changes very quickly in the event that the draft law with fiscal budget measures is declared unconstitutional by the Constitutional Court and that there are tools to keep budget expenses under control.

Being in Varna, in Bulgaria, the Prime Minister was asked what the Government will do if the CCR postpones a decision regarding the package of fiscal measures or if the decision is unfavorable.

  • “CCR decisions are not discussed, they are implemented. If there is such a decision, we will come up with changes very quickly. We made a mechanism and stopped spending from the budget sector and we are still keeping it under control.
  • I know that a lot of people during this period rushed at the Minister of Finance, but know that he is a very responsible man and had a totally professional approach. And we have the tools right now. It is possible to come not with new taxes, but with other budgetary fiscal instruments regarding expenses in particular, so as to maintain this balance,” stated Ciolacu.

Ciolacu no longer wants to ask the CCR to hurry up with the notification regarding the fiscal measures: I would not want to put any kind of pressure on the judges

Prime Minister Marcel Ciolacu announced on Monday that will no longer request an extension of the deadline of October 18 to which the Constitutional Court will debate the notification of the USR and the Right Force on the law regarding fiscal measures for which the Government has assumed responsibility. He said he did not want to put pressure on the judges, arguing that most measures would come into force on January 1, 2024 anyway.

USR and Forţa Dreptei submitted, on Friday, to the Constitutional Court the notification regarding the law regarding some fiscal measures for which Prime Minister Marcel Ciolacu assumed responsibility in Parliament.

The signatories invoke the fact that the conditions for engaging the Government’s liability were not respected. They also claim that there are 13 articles of the Constitution trampled by the prime minister with the proposed law.
