While we thought that the health system might not deteriorate further, the Minister of Health, Christian Dubé, imposes a reform which will end it and which, consequently, might cost the health, even the lives, of many Quebecers.
This is neither a vague intuition nor a forecast, but a prediction.

The creation of Santé Québec is essentially an administrative reform aimed at centralizing the activities of the network to coordinate its activities. However, there is nothing original regarding this approach. Mr. Dubé simply copied a widely tested system… notably in the USSR!
Lenin wanted to spread communism throughout the world. He would be extremely proud of Comrade Dubé’s plan and his undemocratic way of imposing a gag order on him!
Our health system, already largely Sovietized, will therefore be even more so. And not only will the failings that we denounce today not be resolved, but they will intensify.
The bureaucracy will become heavier. Human resources management will become more inefficient. Waiting times will increase, and the entire system will become more rigid.
We also expect a system that will be slow to adopt new medical technologies, will increase shortages of caregivers and equipment, and will therefore reduce access to care. And when care is provided, its quality will vary from one facility to another.
Madness
After the collapse of the Soviet Union, centralized models undertook reforms to introduce market elements. So either Dubé has learned nothing from History, or he imagines himself capable of succeeding where others have failed.
So let’s not expect anything positive from the announced reform. On the contrary! And let’s call it what it is: the central planning planned with the creation of Santé Québec is brutal communism!
However, as Einstein said: “Madness is doing the same thing over and over once more and expecting a different result!”
