Ambassador Zhang Jun, Permanent Representative of China to the United Nations, affirmed his country’s support for the United Arab Emirates in hosting the COP28 Conference of the Parties at the end of this year in Dubai Expo City, in addition to its support for the United Nations in playing an important role in addressing climate change.
The permanent representative of China to the United Nations said, during an open session of the UN Security Council, that the convening of the COP28 Conference of the Parties, chaired by Dr. Sultan Ahmed Al-Jaber, Minister of Industry and Advanced Technology and President-designate of the COP28 Conference, will achieve important and positive results.
He added that the UN Security Council should combine its mandate, current agenda, resources and means, and take into account the specific circumstances and priorities of each country, to analyze the importance of climate for security, and should adhere to an approach that focuses on facing challenges, identifying the root causes of security risks, and proposing effective solutions.
He said that insufficient financing is the main impediment to managing global climate action, explaining that UN agencies should establish a monitoring mechanism for the implementation of climate financing commitments, and encourage developed countries to turn commitments into action.
He pointed out that green protectionism and illegal sanctions imposed by one side have become constraints that impede the development and stability of developing countries, pointing out the need for the Security Council to pay attention to climate and other security risks that result from them, and to take targeted measures to support fairness and justice.
He stressed his country’s insistence on the Chinese path of modernization, which is characterized by the harmonious coexistence between man and nature.
He said China will work with all parties to promote a fair and equitable system of global environmental governance so as to achieve cooperation in the common interest of all.
