Since August 24, China has stopped the export of poultry meat produced by four Russian enterprises – Nevinnomyssk and Blagodarnensk poultry farms (branches of Stavropol Broiler, which is part of the Resource GAP), Agrocomplex im. N. I. Tkachev (owned by the family of the ex-governor of the Krasnodar Territory Alexander Tkachev) and Timashevskaya Poultry Farm. This was told to Vedomosti by one of the exporters who have access to the Cefir veterinary information system of the Main Customs Administration of China.
This information was confirmed by the representative of Rosselkhoznadzor. According to him, the service requested the Chinese side to clarify the reasons for the introduction of restrictions, but at the moment has not received a response from them. He clarifies that in all three regions where these enterprises are represented (Stavropol and Krasnodar Territories, Samara Region), there are no cases of avian influenza and there are no opportunities for its spread. GAP “Resource” and the National Association of Poultry Farmers declined to comment. In the Agrocomplex them. N. I. Tkacheva, as well as the Timashevskaya Poultry Farm, did not respond to Vedomosti’s inquiries. The Chinese customs administration did the same.
The top manager of a large poultry exporting company explains that for the import and export of products between Russia and China, as well as throughout the world, a veterinary agreement and an export certificate are signed. They prescribe the conditions and reasons for restricting supplies. They may be stricter than those recommended by the International Epizootic Bureau (recognized by the WTO and engaged in the protection of animal health).
According to him, there is also an additional interaction protocol between Russia and China. According to the document, if foci of two infections are detected at industrial enterprises – Newcastle disease (pseudoplague of birds) and highly pathogenic avian influenza – Rosselkhoznadzor is obliged to notify the PRC and independently prohibit shipments. In this case, it is possible to remove restrictions only 90 days following the elimination of the focus of the disease at the enterprise. The Rosselkhoznadzor’s consolidated information report for the period from August 18 to 24 does not contain information regarding outbreaks of these types of diseases in the regions where the affected enterprises operate.
