The announcement stipulates that the export of drone-related items that “has a major impact on national security” must be submitted to the State Council for approval by the Ministry of Commerce in conjunction with relevant departments.

The Xinhua News Agency reported that the above-mentioned four units carried out this export control in accordance with the relevant provisions of China’s “Export Control Law”, “Foreign Trade Law” and “Customs Law” and “in order to safeguard national security and interests”, with the approval of the State Council and the Central Military Commission.

According to the announcement, such as drones and their items, if the maximum continuous power exceeds 16 kilowatts, the wavelength range is between 780 nm and 30,000 nm, the operating distance is greater than 5 kilometers, and it can work stably in an environment above 55 degrees Celsius, Those with temperature-free control, stability better than 15%, radio transmission distance greater than 50 kilometers, one-stop multi-machine control capability greater than 10 and other specified conditions are included in the scope of export control.

In addition, anti-drone electronic jamming equipment with an interference range greater than 5 kilometers and a high-power laser output power greater than 1.5 kilowatts is also listed as a controlled export scope.

The announcement pointed out that export operators should go through export licensing procedures in accordance with relevant regulations, apply to the Ministry of Commerce through the provincial commerce department, fill out the dual-use item and technology export application form and submit relevant documents, and the Ministry of Commerce will review, or jointly with the Ministry of Commerce. Review by relevant departments. The export of items listed in the announcement that have a major impact on national security shall be submitted to the State Council for approval by the Ministry of Commerce in conjunction with relevant departments.

According to the announcement, the Ministry of Commerce will issue export licenses for dual-use items and technologies to those approved following examination.
