Children Living in Basement of Nine-Story Building in St. Petersburg: Shocking Story Unveiled

A call from a passer-by attracted the attention of the police, the prosecutor’s office, the Investigative Committee and the guardianship authorities to the children living in the basement of a nine-story building in the Moskovsky district of St. Petersburg. There the family might huddle unnoticed for more than one winter.

On the morning of April 10, three boys woke up in the Filatov hospital on clean sheets. As Fontanka was told, the children were washed twice, treated kindly, and provided with toys and clothes. No serious pathologies were identified; their health condition is assessed as moderate.

The youngest boy turned two years old in January. The only document he has is SNILS. His brothers are four and six years old.

One of the younger ones was spotted at seven o’clock in the evening on April 8 at the front nine-story building on Moskovskoye Highway. A woman called the police and said that she had found a child who looked regarding three years old. It was no warmer than 15 degrees outside. The boy was completely undressed, smeared with green paint and did not say anything.

He didn’t go far from his home. As it turned out, the child, along with his brothers and father, lives in the basement of the same nine-story building. The furnishings are more than modest and far from order: there are pipes along the ceiling, the concrete floor is covered in places by linoleum and carpet, a wooden tray instead of a tray, porridge in a slow cooker, a supply of cereals and tea. The sleeping accommodations include a sofa and a mattress, a computer and books.

Law enforcement officials summed it up: unsanitary, unsuitable for living. The children were taken first to the police department, and from there to the hospital. As noted, the boys are neglected, snotty and coughing, but there are no signs of violence or beatings on them.

The father of the children was identified as a 36-year-old native of Engels. True, he is not included in the birth certificate. The man was found there, in the basement, and taken to the department for investigation.

According to preliminary data, he had not previously come to the attention of law enforcement agencies. According to the man, he rented the premises regarding a year and a half ago. It was offered on a free classifieds website; they asked for a little less than 12 thousand rubles a month. As he says, he lived on the Moscow highway with his children and their mother until six months ago when she left them for Samara. According to him, the woman did not leave her new address, but did not forget to send 10 thousand rubles a month for the maintenance of her sons.

The police have already contacted the mother. She assured that she did not know regarding the conditions in which the children lived. The 31-year-old woman is not unknown to police. According to preliminary data from Fontanka, several years ago she was charged with attempted theft, and the case ended in a court fine. A year ago, she received a report on improper performance of parental duties, but not in the Moscow, but in the Kalininsky district.

Over the phone, the mother stated that she was ready to pick up her sons. She did not answer Fontanka’s call.

The prosecutor’s office is investigating the reasons and circumstances for leaving the children in the basement. “Particular attention will be paid to the issues of the further life of children in order to respect their rights to a prosperous and safe upbringing,” the supervisory agency emphasized. The investigation is carried out by the Investigative Committee.

The Main Directorate of the Ministry of Internal Affairs reported that a criminal case has been opened once morest parents for failure to fulfill their duties in raising children (Article 156 of the Criminal Code of the Russian Federation).
