The Chiayi County government moved to the current county government building in the county seat, just during his term as county governor; Chen Shiyong did not participate in the election after he lost his bid for the legislative council in 2001. He passed away on February 7 this year at the age of 74. His spiritual seat is located in the Chiayi Municipal Funeral home in Shuishang Township, Chiayi County. Chen Shiyong, who holds a bachelor’s degree, a master’s degree in law from National Taiwan University, and a doctor of Law from Harvard University in the United States, has served as a judge and a university professor, but has a soft spot for politics. In 1983, without the support of local factions, he participated as a lone bird in the election of additional legislators (at that time, the fourth district included Yunlin County, Chiayi County, Chiayi City, and Tainan County and Tainan City before the reform), but lost the election with a high number of votes, and was re-elected as a legislator in 1986.

At the end of 1989, the three-in-one election of legislators (the first election of regional legislators dominated by counties and cities), county governors, and provincial councillors was called an epic local election in Chiayi politics. The more powerful Huang Faction boycotted the then county Governor He Jiarong, and the Kuomintang was forced to face reality. The county election bureau was open and did not nominate. He Jiarong cooperated with Chen Mingming, the head of the Lin faction, and Qiu Junnan (who was the acting speaker) to run for county governor, provincial councillor, and legislator respectively.

Chen Shiyong, who received the support of the Huang Faction, formed an alliance with the heads of the Huang faction, Li Yajing and Weng Chongjun, and joined hands in the election of county governors, provincial councillors and legislators. At that time, the Huang faction’s biggest backing in the local area was the late former legislator Zeng Zhennong. The two factions of the Kuomintang, Huang and Lin, fought each other within the party. The Huang faction won and Chen Shiyong was elected the 11th Chiayi County governor.

Chen Shiyong lost to Li Yajing in the 12th Chiayi County gubernatorial election in 1993 due to discord with factions. Later, he ran for the national representative and legislator and lost. In 2001, Chen Shiyong joined the pro-democratic Party and returned to Chiayi County to run for the legislative council. He still lost the election, and his political career was over.
