Sixteen years following the opening of the Apostrophe, a large media library in Chartres (Eure-et-Loir), the City has decided to rethink its content and service offering in order to support the progress that digital brings to our societies.
In addition to the traditional offer of press, reading, music, reports, theater and cinema, it now offers a whole new area dedicated to knowledge: that of artificial intelligence.
A plan for the diffusion of artificial intelligence
This transformation is “part of a broad plan to disseminate AI to Chartrain residents” underlines the City. Indeed, new technologies have appeared since 2007but the Covid 19 pandemic has accelerated the process.
Today, digital technology is taking up more and more space in everyone’s daily lives, in the way we consume, work, get information, etc.
In Chartres, the May 8 speech of Jean-Pierre Gorgesmayor of Chartres, written by ChatGPT – awarded a “Marianne d’Or” for the “first speech written with the help of artificial intelligence” – had a national impact.

Beyond that, numerous actions related to AI have been implemented or will be installed. Among young people first of all, with the introduction of AI to the Henri-IV school who was chosen to be a pilot school in this matter by National Education. At the level ofadministration then, to facilitate administrative procedures for residents. Internally too, with the aim of increasing productivity.
The Chartres media library was created in 2005
In 2005, the City of Chartres acquired the former Hôtel des Postes de Chartres, construction of which began in 1923, to install a media library. It was the architect Paul Chemetov who imagined and implemented the transformation of the building. The teams of this new media library, called L’Apostrophe, are investing in offering Chartrain residents a cultural place adapted to the widest possible access to information and culture:
■ Expansion of the written cultural offering by introducing comic strips and numerous titles from the magazine press.
■ Creation of a DVD library bringing together films, theater, documentaries, youth funds.
■ Creation of a music library offering music of all kinds on CD, but also scores and access to streaming concerts.
When it opened, the media library also included numerous old, rare and precious heritage collections, such as the medieval manuscripts of Chartres, which it has since carefully preserved for future generations. Little by little, the media library is using new technologies to restore these documents and make them accessible to the general public.
A cultural facility in its own right
More than a library therefore, more than a “simple” media library too; The Apostrophe also aims to be a place of culture in its own right.

In fact, throughout the year, it runs a major program of awareness and cultural activities which combines meetings for toddlers and families, discovery workshops, and general public events of all kinds: readings, conferences, exhibitions… Its large volumes include exhibition spaces, and an auditorium which hosts conferences, shows and screenings of films and reports.
City of Chartres
It is immediately designed as a leading facility for young and school audiences, with self-service computer stations and work spaces, ideal for revising or doing research, alone or in groups. Students therefore constitute a privileged audience.
The Apostrophe embodies the cultural and event intention Chartreswhich designs the heart of the city as the place where the people of Chartrain, all together, come together.
Supporting modernity
Always in the desire to respond to the needs of residents and new lifestyles, Apostrophe is gradually developing its offer with the introduction of multimedia media increasingly varied, such as video games and digital youth applications.
For fifteen years, the Apostrophe has been a central point of the city, which attracts visitors with its architecture and its constantly evolving cultural offering. Chartrains, residents of Chartres metropolis and further afield have made the place their own and return there at all ages: visiting the media library at school, reviewing their diploma on site, borrowing books or DVDs, participating in conferences, etc.
Digital transformation into a Medical Library

In perpetual motion since its opening in 2007, it has so far adapted to the new needs of the population:
In the same way that libraries, which initially housed newspapers, magazines and books, have moved into the age of media libraries by integrating multimedia supports (music, fiction film reports and documentaries, even toy libraries and video games), Chartres operates a modernization of its Apostrophe by combining new tools for discovery, personal enrichment, learning, and leisure, linked to digital tools.
City of Chartres
One hundred years following the start of its constructionthe media library is resolutely entering the era of new digital tools!
The media library will thus be reshaped into a “ Medical Library “, the City is developing it into a modern space, looking to the future, which will support its users in meeting this new heritage and towards its taming.
The Apostrophe thus becomes a “ digital hub » leading provider, providing easy access to the latest technology and online resources. For its users, this means the possibility ofexplore new areas such as artificial intelligence, programming, professional software, in an environment that is always friendly and accessible.
In this, the City wanted to respond to an observed demand: that of access to online information and digital resources.
L’Apostrophe continues to carry out its missions of providing access to classic cultural media, through books, the press, music and cinema. On the other hand, we would not have played our role if we had not taken the initiative to also introduce new media for culture and discovery of the world, or even discovery of the most modern digital tools, such as those which are developed around a core of artificial intelligence.
Jean-Pierre GorgesMayor of Chartres
An intention which “is far from being irrational” adds the mayor, relying on the fact that National Education is carrying out the same experiment “by initiating the same introduction in certain pilot schools. It turns out that our Henri-IV school group is one of them. We therefore accompany the march of time, and the need for access to these resources that the youngest populations, those who are currently carrying out their education and learning, will inevitably develop over time. »
A time for experimentation, no one on the side of the road
The approach is initially intended to be experimental. It should make it possible to observe how the Chartres public appropriates this new offer.
So that no one is left by the side of the road, the MédIAthèque programming is carried out in collaboration with different actorsin the same way as that of the Apostrophe was written in several hands.
So, the Chartres University of Free Time is it called upon to constitute an important witness to senior audiences, in the same way that young people will be guided gradually through programs for young audiences, particularly within the framework of youth sectors.
Furthermore, this calendar is an opportunity to showcase and bring particularly concerned stakeholders closer to the general public: in this case start-up you 101city of Innovation in Chartres metropolis.
101 start-ups associated with development
These companies, which begin their activity and grow at 101, have the particularity of being associated with the Chartres metropolitan area project, some in the field of development of the territory and servicesfor others consistent with the economic ecosystem of the beauty and perfumeryparticularly represented in Chartres thanks to the presence of the national Cosmetic Valley cluster.
This experiment is accompanied by modifications to the operation of the equipment with dedicated slots, and in particular the layout of the IT space which accommodates new, more efficient equipment.
New resources, programming, schedules

In order to support audiences in the use of digital tools, Apostrophe has established specific slots dedicated to the discovery of these tools, supervised by media library staff and specialized external speakers.
Two programs are already available.
■ Innovation Sundays
These programs devote an opening of the Apostrophe on third Sunday of the month, specifically dedicated to the exploration of digital technology and innovation. Throughout the year, they will offer conferences, discovery workshops, workshops and meetings with specialized external speakers.
