We’ve been talking regarding it for so long, but we still haven’t seen the beginning! This might suggest an abandonment of the project. But no. In Charleroi, the Marina de la Sambre (in the Left Side Business Park and station district) is still one of the transformation plans for the Lower Town.
In the last bulletin of written questions from the municipal council, the independent councilor Nicolas Kramvoussanos questions the mayor on the state of progress and the implementation schedule. It’s confirmed: what Paul Magnette calls the nautical relay, with public space and river station functions, will see the light of day here. The duration of the project was estimated at 220 working days, that is to say almost a year. But we are not there yet, we will have to wait.
In terms of good news, the means of financing are there: in its latest version updated in December, the infrastructure plan for all (PIPT) of the Walloon Region includes a budget entry of €10 million.
Chronologically, two major steps are therefore emerging for the SPW and Autonomous Port which is carrying the project. First, a traffic plan must be defined in agreement with the City: the district constitutes an important gateway to the intra-ring, mobility must be maintained there. This will determine the perimeter of land to be purchased from the Federal Buildings Authority, which owns it. Objective: to pass this course before the end of the year.
In 2024, the acquisition procedure will be launched. Then, during this second phase, several operations will be necessary. First, an adjustment of the preliminary draft on the basis of which a new permit application may be submitted. This should be spread over a year. As soon as the land is sold, a contract must then be prepared, awarded and committed. The movement of applicants should take six months, according to the mayor.
If we take it into account, more than three years will therefore still pass before the works are accepted. Meet in the middle of the next term to cut the ribbon. Hoping that no imponderable comes to thwart the schedule.
