“The Secretary-General is appalled by the escalating violence in the Gaza Strip, including the killing of Palestinians, including women and children, by Israeli airstrikes in residential areas of the densely populated Jabalia refugee camp,” said Stephane Dujarric, a spokesman for the UN Secretary-General.

At least 47 people, including a Hamas commander involved in the Oct. 7 attacks, were killed in a strike in the Jabalia refugee camp on Tuesday, Israel said.

“This is just the latest atrocity to hit the people of the Gaza Strip, where the fighting has entered an even more horrific phase and the humanitarian consequences are becoming more and more catastrophic,” UN humanitarian chief Martin Griffiths said in a statement.

He said that “the world seems unable or unwilling to act”, adding that “this cannot continue. We need fundamental changes.”

Israel said its warplanes struck a huge tunnel complex at the site and killed scores of Hamas terrorists, including local battalion commander Ibrahim Biari.

Hamas said the blast killed seven hostages, including three foreign nationals. This claim cannot be verified.

Gaza’s Ministry of Health, controlled by the Hamas group, said dozens of people were killed and wounded in a second Israeli bombardment of the Jabalia refugee camp on Wednesday.

Dujarric said the secretary-general reiterated that all countries “must respect international humanitarian law, including the principles of dispensation, proportionality and precaution”.

He also called on them to “stop this shocking violence, pain and suffering.”

The UN humanitarian chief, Mr Griffiths, condemned the strike on the Jabalia refugee camp after a two-day visit to the region.
