The Citizen Income subsidy is an initiative of the National Government, administered by the Department of Social Prosperity (DPS), to support the most vulnerable families in the country, especially mothers who are heads of households, to contribute to overcoming poverty. , promote social mobility and support the local economy, through the “Valuation of care” and “Colombia without Hunger” lines.
The program does not require an enrollment process, but instead DPS uses administrative records and other official sources of potential beneficiaries to identify and select eligible households, ensuring that financial support reaches those who need it most and in a way that reinforces their ability to improve their living conditions and those of their families. As of April 30, mothers who are heads of households with children under six years of age begin to receive subsidies.
Regarding the citizen income subsidy, Gustavo Bolívar, director of the DPS, has revealed a reality that is multifaceted and complex: more than 20 thousand women have been identified who have chosen to separate from their partners to access the citizen income subsidy. No one knows how thirsty another lives. But do we have to reach that level of social degradation? What does an event of this nature tell us regarding our society?
It is impossible to ignore the economic desperation that underlies such a decision. The citizen’s income, designed to support mothers who are heads of household, has become such a desirable objective that some women are willing to alter their family structure to acquire the right to receive it. This speaks to a system that, although well-intentioned, may undoubtedly be failing to address the needs of its population in a comprehensive manner.
On the other hand, there is the question of dignity. Is it worth having to take such drastic measures to ensure economic well-being? Human dignity should ensure that no one has to face such moral dilemmas to survive.
If today he is the husband, what might he abandon tomorrow? What effect does that decision have on family dynamics? Without having aspirations to be a psychologist, or something similar, I think that in this case related to the separation of the couple, even if it is temporary or fictitious, it can leave lasting emotional scars on all those involved, especially the children. The family, as the nucleus of society, is shaken by economic necessity.
Now, from a gender perspective, it is also revealing that it is women who have to shoulder this responsibility. Why does the burden of making such decisions fall on them? This reflects a systemic inequality that still prevails in many aspects of the country’s social and economic life. We are bad.
Given the situation, then, it is worth asking: Are the ethics of the subsidy system well structured to avoid abuse and, at the same time, be accessible to those who really need it? The situation that Gustavo Bolívar described suggests that there are significant gaps that need to be addressed.
And this phenomenon is not only a reflection of human degradation, but also a call to review the design and definition of social and economic policies. This should serve as a starting point for a broader dialogue regarding building a society that does not force its citizens to choose between family and subsistence. Another’s thirst may be unknown, but society’s responsibility is to ensure that no one has to go to such desperate lengths to quench it.
From an analytical perspective, one might argue that any system that leads people to make extreme decisions, such as separating from their partners to access financial benefits, probably needs to be revised. And in this sense, I believe that if the current citizen income subsidy system is leading to situations that question the integrity of the family and the dignity of people, then yes, it is prudent to consider changes that address these concerns and promote general well-being. without compromising fundamental values.
And as the philosopher from La Junta said: “I’ll leave them there…”
