The Senate and the Chamber of Deputies once once more extended the State of Emergency Constitutional Exception for four provinces of La Araucanía and Biobío, extending the militarization until September 13.

The Senate Chamber approved this Wednesday followingnoon a new renewal of the State of Constitutional Exception in the South Macrozoneso the measure will apply at least until next September 13.

On this occasion, the measure was approved by 33 votes in favor, 0 once morest and 0 abstentions, so the presence of the Armed Forces will be maintained in the provinces of Arauco, Biobío and the region of La Araucanía.

From the Government they valued the support of Congress, and the Minister of the Interior, Izkia Siches, said that they will seek to work more jointly with the parliamentarians of the area and thanked the personnel who have been deployed in the southern Macrozone during the State of Exception.

“We want to thank the support of the personnel who are in the area, both the Armed Forces and the Carabineros, because they are relevant measures to deal with acts of violence, that we hope will be reduced, while we are looking for the substantive measures, “said the minister.

State of Exception and new Constitution

Minister Siches reopened a flank of criticism in Congress, following assuring that a post-plebiscite path to maintain the emergency scenario was to adapt the State of Exception for Public Calamity, present in the proposal for a new Constitution.

A legal debate took place regarding the transitory effects of the text, which might allow the state of emergency to be maintained until the current Magna Carta is repealed, which might occur during October.

However, the opposition stated that this figure only contemplates natural disasters, an interpretation that led the RN deputy of La Araucanía, Miguel Mellado, to question the Secretary of State.

Another dimension of criticism is more political. In Congress, the minister’s opinion was read as a removal of the floor from the agreement of the ruling party that, in case it wins the Approval, promised to restore the state of emergency in the eventual new Constitution.

In the ruling party there were opinions such as that of the communist deputy, Alejandra Placencia, who maintained that it is necessary to study whether this interpretation is viable, although the agreement reached by the forces of Approval is more important.

Minister Izkia Siches pointed out that both the State of Exception due to Public Calamity, and the reform path to replenish the emergency scenario, are viable options.

With this approval, a total of four months of military presence will be reached in the provinces of Biobío, Arauco, Cautín and Malleco, where, according to government figures, there has been a decrease in acts of violence.
