After the rejection of its request before the administrative court of appeal of Bordeaux, in February 2023, the company Arc éolien des Grands Buissons attempted a final appeal.
It was Friday March 15, 2024, in Paris, in front of the magistrates of the Council of State. The company requested the annulment of the decree of the prefect of Vienne who, in July 2021, refused it authorization to build and operate six wind turbines with a height of 180 meters and a power of 4 , 5 megawatts (MW) in the territory of the commune of Journet.
The State representative, to justify her refusal, estimated that the implementation of the project, combined with other existing parks and the projects to be taken into account, would be likely to encourage a phenomenon of saturation of the landscapes.

There are fifty-five wind turbines and one project under review, within a 20 kilometer radius of the project.
The public rapporteur left the promoter no hope as to the outcome of the procedure. And this, despite the proposal of the Société des Grands Buissons, as “as a reduction measure”, to set up a tree exchange for local residents. It aims to improve the “plant belt” at the edge of built-up areas.
The Gothic spire of the church
The other negative effects of the installation of these six wind turbines would concern several heritage sites, first and foremost the Abbey of Saint-Savin, included on the UNESCO world heritage list.
The six wind turbines thus present co-visibility with the Gothic spire of the church culminating at almost 80 meters.
So many elements which led the public rapporteur to conclude that the company’s appeal was rejected, emphasizing once once more the merits of the negative decision of the prefect of Vienne. The Council of State will make its decision in the coming weeks.
