The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low- and middle-income countries. We work at the invitation of governments to help them and the private sector create and maintain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving medicines and increasing access to them in countries where the burden of disease is greatest . Over the next two decades, CHAI expanded its scope. Today, with HIV, we work together with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis and hepatitis. Our work has also expanded to cancer, diabetes, hypertension and other non-communicable diseases, and we are working to accelerate the rollout of life-saving vaccines, reduce maternal and child mortality, combat malnutrition chronic and increase access to assistive technologies. We invest in horizontal approaches to strengthen health systems through human resources for health programs, digital health and health financing. With each new and innovative program, our strategy is based on maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed nationally, and that learnings are shared globally.

Program Overview

In Côte d’Ivoire, maternal mortality is a significant problem, representing 14% of female deaths among 15-19 year olds and 21.9% among 20-24 year olds. Although progress has been made in contraceptive practices since the 1984 World Fertility Survey, challenges persist. According to the 2020 PMA survey, the modern contraceptive prevalence rate among married women is 28.3%, with 22.0% for modern methods, including DMPA-SC subcutaneous injectables (32.1%). , pills (31.3%) and implants (15.3%).

Access to quality family planning services remains insufficient, leading to high numbers of unintended pregnancies and inadequate obstetric care, posing risks to women’s lives, health and economic well-being. In response, CHAI is committed to reducing maternal mortality by strengthening health system capacity, focusing on prevention, proven interventions and rapid referrals.

To combat unwanted pregnancies and improve safe abortion services, CHAI aims to increase access to essential reproductive health products and services in collaboration with governments. This involves seeking global and country-focused market opportunities and engaging in-country around guidelines, registration, tendering, procurement and service delivery.

As CHAI expands its programs and operations in Ivory Coast, we are actively seeking a qualified Senior Program Officer for Sexual and Reproductive Health. We value qualities such as ingenuity, responsibility, tenacity, independence, energy and work ethic. The ideal candidate should have a reputation for delivering quality results with limited resources, operating independently and flexible. Cultural sensitivity and high emotional intelligence are crucial, given the close collaboration with government and external partners.

Job overview

The Senior Program Officer will lead the work of the SRH team in strategizing, developing and implementing interventions to increase contraceptive prevalence and reduce maternal mortality. The Senior Program Officer will work closely with the Ministry of Health and other partner agencies providing technical assistance, project management and implementation support as required. Other programmatic needs may arise, so flexibility will be essential.

The Senior Program Manager will report to the Country Director (or other manager designated by CHAI) and will collaborate and communicate regularly with the relevant CHAI Global Team. They will be based in Abidjan, Ivory Coast and are expected to travel to the districts on occasion.

Responsibilities

– Leadership program and coordination of stakeholders:

  • Develop and maintain the SRH strategy, in alignment with government and donor objectives.
  • Determine and guide strategic program expansion while collaborating with internal and external stakeholders, including the Ministry of Health and relevant government agencies.
  • Coordinate training, distributions and activities to ensure effective program implementation.

– Management of relations with donors:

  • Coordinate with donors on updates, budget management and identification of funding opportunities.
  • Manage the SRH program budget and work closely with CHAI and donor teams for seamless collaboration.

– Research management and program coordination:

  • Lead communications with CHAI SRH management and teams.
  • Manage the CHAI research team, support knowledge generation and lead the mapping of focus areas.
  • Disseminate research results to government and stakeholders.

– Search operations:

  • Write field operations plans, training modules and research protocols.
  • Identify and support third-party data collection agencies.
  • Ensure quality training of survey teams and supervise the implementation of work in the field.
  • Liaise with tools programmer for data collection.

– Data management and analysis:

  • Design data quality audit methods and reports.
  • Clean and manage datasets, run data cleansing commands, and analyze large datasets.

– Accomplish tasks requested by management.

Qualifications

  • BAC+3 in economics, statistics, demography, public health, epidemiology, monitoring and evaluation, or in a related discipline with 7 years of experience, or a master’s degree in a related field with a minimum of 5 years of experience in an environment demanding and dynamic.
  • Proficient in conducting in-depth research using qualitative and quantitative methodologies, with a focus on the development sector.
  • Ability to code with STATA/R and advanced Excel, demonstrating strong data analysis capabilities for managing large data sets.
  • Exceptional communication skills, including written, verbal and visual presentation.
  • Hands-on experience planning and executing field research, creating training materials, and implementing data quality monitoring processes.
  • Able to translate research findings into practical recommendations in the field.
  • Demonstrates strategic thinking, is adept at navigating ambiguity, and excels at problem solving in a fast-paced, multicultural environment.
  • Very proficient in Microsoft Office, particularly Excel, PowerPoint and Word.
  • Strong experience in research methods.
  • Proven experience planning and executing large-scale projects, including budgeting and business planning.
  • Demonstrated ability to cultivate collaborative, high-level relationships and collaborate effectively with multiple stakeholders.
  • Expertise in the healthcare sector, health systems and collaboration with government institutions.
  • Effective management of lean teams and successful collaboration with government agencies, leaders, INGOs and related institutions.
  • Fluency in French and English.
