Cathy Juvinao Denounces Controversial Health Reform: Governors’ Power Over Hospital Managers

On the followingnoon of this Tuesday, November 14, the plenary session of the House of Representatives continued the debate on the controversial health reform. In the middle of the discussion, the House representative for the Green Alliance, Cathy Juvinao, denounced that a proposal would give governors the power to name hospital managers every four years.

“Gentlemen, Government of change. In Article 42 you have just eliminated the competition through which the director of the ISE is elected. You are telling me that you endorse a proposal that will allow the territorial entities every four years to appoint the directors of the ISE at hand,” questioned the congresswoman.

The Green Alliance activist described the reform as regressive. “You, the Government of change, are going to allow the orangutan to appoint the directors of public entities by hand.”

The criticism of the representative Cathy Juvinao points out that, if the reform is approved with this modification in one of the articles, the departmental leaders such as the governors might increase the bureaucracy since they would indiscriminately appoint personnel in the State Health Institutions, ISE.
