Enough uncertainty has been generated in the arrival of Karol Cariola as president of the Chamber of Deputies and Deputies, something that was already agreed in an administrative agreement. “We hope that the political forces comply with the agreement in good faith, because there is a citizenry that is watching all these processes. The paths for an alternative agreement between the PDG and Chile Vamos to remove the Communist Party from the presidency in the coming days, shape a race to reach the 78 votes necessary to find a replacement.
One task is not to support Cariola, who attracts doubts for having been at the center of the Approval campaign and for alleged lack of guarantees in the Constitution Commission, but a very different one is to find a replacement.
Cariola herself, along with forces from the ruling party and the government, have already been involved in registering the parties that last March 10 signed a document without name vetoes, which had 85 endorsements and which established a second presidency from October 20 to the PC.
The independent deputy-PPD, Jaime Araya, confirmed to La Radio that he spoke with Cariola, where he pledged his support and assured him that he will do everything possible so that the bench he is a member of does so as well.
“I met with Deputy Karol Cariola to tell her clearly, she has my vote and support for her to be the next president of the Chamber of Deputies. Meanwhile, deputy René Alinco has already confirmed that he will not vote for Cariola and there are doubts regarding Carlos Bianchi, an independent deputy who is on the list of alternative names to preside over the chamber. In the current agreement, Johanna Pérez and Miguel Ángel Calisto sound like possible presidents in the phalanx’s turn, but there is a voice in the community that asks to react with a ‘Plan B’ in case Cariola’s option is no longer realistic and adapt to a new stage.
The striking thing is that despite the fact that Pérez would go as vice president along with Cariola, it also sounds within the consensus names of an agreement from the center left to the right.
This despite the fact that the bench chief, Eric Aedo, insists that it is not the DC that has promoted this alternative path and that they will respect the current agreement.
“What we have proposed is that the Christian Democracy caucus is going to respect the House agreement. What is evident is that the political climate has changed and it is not the DC that has proposed a plan b, it is even being proposed by officials from the ruling party,” the deputy specified.
To this he added that “Today we are off the hook, for example, from the Party for Democracy. Here there is a tremendous task of the ruling party and the Government”.
It is worth mentioning that conversations have already been activated on the latter. Sources from La Radio assure that from the PC itself the ministers Ana Lya Uriarte (Segpres) and Carolina Tohá (Interior) were asked to get involved in securing the necessary 78 votes, acknowledging that the bridge with the PDG is cut. In that game they say they haven’t been approached yet.
The so-called “second half” with the efforts to activate the legislative agenda of La Moneda, following the overwhelming triumph of the Rejection, would find another moment of crisis in the legislative power, which is seen as a luxury that no one can afford.
At least before the media, Ana Lya Uriarte has made express calls to respect the agreement, warning that a signal must be given to the public regarding the commitments of their elected representatives.

If we add the support of the Republican Party, the UDI, Evópoli, RN and the People’s Party itself, we reach a maximum of 75 votes. Great unknowns are the figures of the independent, Erika Olivera, and the controversial Gonzalo de la Carrera.
As it is assumed that this agreement would put at least one vice president of Chile Vamos, the pressure might fall on the votes of deputies close to Pamela Jiles.
The Corporation also wonders if Félix González or Mónica Arce would vote for a right-wing candidate.

Víctor Pino, deputy leader of the PDG, who is another of the names that sounds in the presidency, says that they are taking the internal conversation calmly, to make a decision.
“There have been hallway conversations, our bench leader spoke with her a week ago. Today the agreement is in force. The first milestone is that Raúl Soto resigns, There is also the rumor that Raúl wants to remain in the presidency for one more period”said the deputy.
Another important point is that the unanimity of the Chamber is needed if they want to change the chairmanship of the commissions and their format, so the part of the agreement that is up in the air is only the table of the Corporation.
Deputy Pino mentions another path, which is the vote for the resignation of Raúl Soto, Alexis Sepúlveda and Claudia Mix as the first table of the period.
Sources from La Radio assure that Soto has not abandoned the possibility of extending himself in the presidency, despite the fact that the deputy himself has denied this option.
Chamber Rules
There is controversy in the agreement to date. The Chamber’s regulations say that there must be a 45-hour difference between when the resignation is presented and it is realized, and another 45 hours between when the resignation is accepted and a new table is voted on.
With these rules and the calendar of Congress, Soto’s resignation presented on October 21, would force the table to vote on November 7 for a district week in the middle.
The table is being asked to resign on October 19, so that on the 24th the resignation can be voted on and on the 26th a new table can be voted on and thus not blur the schedule of an agreement that is still in danger.
