The social crisis has highlighted a fed up in the population in the face of many local dysfunctions, in particular public services, forcing elected officials to rethink the management of the territory, but also its institutional organization.

Most of the work must be presented to the government on July 3, within the framework of the Interministerial Committee for Overseas Territories.
