Carbon capture in Oslo postponed – think facility can be ready in 2028/2029

Last spring, the plans were put on hold when it turned out that the budget was about to burst by NOK 3 billion. Originally, the facility was to be operational from May 2026.

The plant at Klemetsrud is mainly owned by Oslo municipality through the company Hafslund Celsio.

The investments in the project will be processed again this autumn, the company informs Oslo newspaper.

– This means that we can have a CO2 capture facility in Oslo in 2028/29, says communications manager Truls Jemtland to the newspaper.

Plant not started

The plan is for CO2 to be transported to the port of Oslo, and then transported by ship in liquid form to a terminal in Øygarden outside Bergen. From there, it will be pumped in pipes onto the continental shelf and down to the seabed for permanent storage.

For now, neither the carbon capture plant nor the terminal to transport the CO2 has started, writes Avisa Oslo. The project is the first of its kind in the world.

The Business Council has “clockwork faith”

When asked whether it is realistic that the facility will be operational within the new timetable, cultural and business councilor Anita Leirvik North (H) replies:

– I have full faith that we will achieve this. What I have received feedback on is that it should be finished around 28/29 with the start of operations by 2030. I would have liked to see it finished yesterday, but it was important for us with the cost-reducing phase, says North.

The incineration plant at Klemetsrud accounts for 17 percent of Oslo’s greenhouse gas emissions. The municipality is completely dependent on carbon capture to achieve the goal of cutting greenhouse gas emissions by 95 percent in 2030 compared to 2009.
