The 202 unallocated positions in Family Medicine have “an impact on present and future human resources”

The national section of young doctors of the General Council of Physicians (CGCOM) has called for the implementation of “a shock plan” to improve the conditions of Primary Care doctors and improve the attractiveness of Family and Community Medicine, as well as of the places that are difficult to cover.

This is how the CGCOM has pronounced itself in a report following learning this week that there have been 202 vacancies in Family and Community Medicine in the allocation of MIR positions this year, which has just ended, figures similar to those of previous years. Now, an extraordinary call will have to be held to try to cover them.

However, this situation of vacancies is not a new problem since it already happened in the 2007, 2008 and 2014 calls, as the CGCOM has recalled.

“The existence of a significant number of places that have not been awarded has an impact on present and future human resources for the National Health System that deserves an in-depth study and analysis”, lamented the national representative of young doctors from the CGCOM, Domingo Antonio Sánchez, through a statement.

For this reason, CGCOM has prepared this report that warns regarding the “current deficit trend” of medical demography in Spain, the situation of Primary Care and other specialties, the working conditions of the MIR collective, the system for choosing places in the Specialized Health Training (FSE), the phenomenon of “not taking possession”, the resignation of MIR positions and the problem of difficult-to-fill positions and their relationship with vacancies.

Thus, they “clearly” see the need to take different measures, such as the creation of a working group between the Collegiate Medical Organization and the Ministry of Health to address the problem, and a system to guarantee the Quality of Specialized Health Training that “approaches in a holistic way the work environment of these professionals in training”.

The report points out that it is necessary to “improve the satisfaction rates of professionals, addressing the material working conditions.” “Because if they are not modified, there are signs that the already battered situation of human resources planning will worsen,” the doctors have warned.

Another of the problems that, in the opinion of CGCOM, “can put at risk” human resources in the National Health System (SNS) is that of resignations and the lack of possession of professionals who have been awarded a position to enter in the specialized health training system.

“This is a problem whose current situation with the change in the model from the election system to the adjudication system is being aggravated, as is becoming clear in the results of the latest calls,” they warned.

At the same time, they criticize that the “non-compliance” with labor regulations and the “overload” of work to which residents are subjected in certain services “is also a factor that can favor an increase in the resignation of places”, they argue regarding.

Other factors that might influence the process are “from adaptation problems in the services where a place has been awarded to serious training and teaching problems in the units where the teaching is carried out”.
