Cai Qi’s Power and Fate: Analysis of the Standing Committee’s Influence in the Communist Party of China

He has attracted the attention of foreign media once more recently. Analysts believe that Cai Qi has been favored by party leader Xi Jinping because of his so-called “absolute loyalty” to Xi. However, Xi has only praised Cai Qi recently, which will make the internal conflicts of the Xi family army public and be detrimental to Cai Qi. Cai Qi’s fate has been compared by netizens to Liu Shaoqi and Lin Biao during the Mao era.

Analysis of Cai Qi’s power: He is under one person

Cai Qi is not only one of the seven members of the Politburo Standing Committee, but also serves as the director of the Central Office of the Communist Party of China (Xi Jinping’s chief of staff). Because of this part-time job, Cai Qi became a member of the Politburo Standing Committee who accompanied Xi Jinping on his overseas visits during his administration. According to CCP practice, members of the Standing Committee will not accompany the CCP’s top leaders when going abroad.

Separately, Cai Qi was appointed vice chairman of China’s National Security Commission, an opaque body led by Xi Jinping. Before Cai Qi’s appointment, the committee had only two vice-chairmen, the prime minister, who was ranked second in the party, and the chairman of the National People’s Congress, who was ranked third.

Writer and independent commentator Cai Shenkun told The Epoch Times on January 12 that Cai Qi currently occupies a very high position within the CCP, second only to Xi Jinping and higher than Prime Minister Li Qiang. “The reason is that Cai Qi’s absolute loyalty to Xi is uncompromising. He will do whatever Xi asks him to do. For example, Cai Qi takes the lead in clearing out the ‘low-end population’ in Beijing, and Beijing supports the construction of Xiongan, etc.”

Cai Shenkun analyzed that the relationship between Cai Qi and Xi Jinping can be traced back to the Fujian period, when the two had contact. Later, when Xi arrived in Zhejiang, he transferred Cai Qi to Zhejiang. To some extent, Cai Qi’s relationship with Xi Jinping is closer than others. After Xi came to power, the Fujian Gang among his cronies had a higher status than the Zhejiang Gang.

Xi Ping’s Central Secretariat’s analysis says it is not good for Cai Qi

On January 4, the Standing Committee of the Political Bureau of the CPC Central Committee listened to the work reports of the Party groups of the National People’s Congress, the State Council, the National Committee of the Chinese People’s Political Consultative Conference, the Supreme People’s Court, and the Supreme People’s Procuratorate, and listened to the work report of the Central Secretariat. Party leader Xi Jinping presided over the meeting.

Compared with similar meetings in the past, Xi’s evaluation of the Secretariat of the Central Committee was rare this year with special praise, saying that the Secretariat of the Central Committee “acted proactively” and “performed its duties conscientiously.” In the post-meeting press release on January 6, 2022, it was only mentioned that the Secretariat had “fulfilled its duties.”

Cai Shenkun said that following Cai Qi took over as the permanent secretary of the Secretariat last year, he made great contributions to the promotion of Xi’s thoughts. The CCP official’s personal worship of Xi has reached its peak, and Xi is very satisfied with Cai Qi.

Cai Qi is in charge of the party’s ideology and is responsible for promoting the study of “Xi Thought” campaign (so-called thematic education). The National Propaganda Ministers’ Conference of the Communist Party of China was held in Beijing on the 3rd. Cai Qi demanded that Xi Jinping be resolutely safeguarded and “the party’s cultural leadership must be upheld.” The so-called “cultural leadership of the party” is an argument proposed for the first time.

Cai Shenkun said that in the past, several major teams were actually on equal footing, but now it is completely different. Xi is very satisfied with Cai Qi and is not satisfied with other departments. “He thinks that Cai Qi has done a good enough job, so he must bring Cai Qi out and make everyone follow Cai Qi’s lead. This makes the conflict public.”

Political commentator Li Linyi told The Epoch Times that the Politburo Standing Committee chaired by Xi only favors the Secretariat of the Central Committee, which represents the gain of Cai Qi’s faction. Five major institutions including the National People’s Congress and the State Council seem to have been dwarfed.

He believes that Cai Qi’s current dominance of power will easily arouse jealousy and dissatisfaction among other factions under party leader Xi Jinping. A power struggle will surely ensue, and Cai Qi may end up like Lin Biao during the Mao era.

Lin Biao was once the only vice chairman of the Central Committee of the Communist Party of China. He was also Mao Zedong’s personally appointed successor and written into the party constitution. He also controlled the military. According to the authorities, Lin Biao had no choice but to defect during the civil strife and died in a plane crash in Mongolia.

However, Cai Qi is regarding the same age as Xi, and at least from the current perspective, he does not have any ambitions. However, the outside world has speculated that he is ambitious. If Xi becomes suspicious, he may be replaced. Of course, once Xi suddenly dies, Cai Qi’s role also becomes key.
