The cabinet wants to make it mandatory to install solar panels above new parking spaces. Furthermore, they should be on roofs and facades as much as possible, and no longer in meadows.
Minister Rob Jetten (Climate and Energy) wrote this to the House of Representatives on Thursday. Together with Minister Hugo de Jonge (Spatial Planning), he wants to legally lay down this from 1 July 2024.
There is a lot of criticism of sunbathing areas because they take up a lot of space and are often seen as unattractive by local residents. That is why there is an increasing search for ‘function combinations’. For example, solar panels will be placed above the plants of fruit growers or in parking lots, or they will be combined with space for nature.
But for solar panels on nature and agricultural land, the principle of “no, unless” will now apply, reports Jetten. It is not exactly clear what the exceptions are exactly.
‘This slows down energy transition’
This immediately led to fierce criticism from the Holland Solar trade association. He thinks the government’s intention is too vague and fears that “no projects can be realized with such ambiguities”.
In the future, large-scale solar fields will also be needed to meet the growing demand for electricity, says Holland Solar director Wijnand van Hooff. “If the demand for sustainable electricity is indeed increasing so quickly, solar on agricultural land is absolutely necessary to meet this rising demand. So breaking down this part of the sector is not a good idea and will slow down the energy transition.”
But among provinces and municipalities, enthusiasm for large-scale solar meadows has been declining for some time. In many of the provincial coalition agreements that have been concluded since the provincial elections, it can already be read that solar parks in meadows are no longer welcome.
