Britain has invited heads of state or representatives at the ambassadorial level from any country with which it has full diplomatic relations.

Among the countries that were not invited are Syria and Venezuela because London does not currently have normal diplomatic relations with those countries, nor has it invited Britain representatives from Russia or Belarus Or Myanmar after it imposed economic sanctions on those countries.
