By majority, the Rio Negro Legislature authorized this morning the issuance of Treasury Bills and the continuity of the use of overdrafts in the accounts of the Patagonía bank for the fiscal year 2024.
This anticipated authorization aims to “have the effective possibility” of use at the beginning of next year due to “the extensive procedures” that the national government requires, as explained by the JSRN legislator, Marcela Avila, in the central argument of the ruling party.
This mechanism is repeated annually, with alterations to its figures, although on this occasion it was part of the transition of the government of Arabela Carreras and that of Alberto Weretilneck.
The approval had the support of the JSRN block, the Renewal Front, Unidad Ciudadana and Frente Grande, adding 33 votes in favor.
The rejection aligned eight parliamentarians: Juan Martín, from Together for Change; María Grandoso, from Kolina, and the Frente de Todos bench, chaired by María Eugenia Martini, with the accompaniment of José Luis Berros, Ignacio Casamiquela, Pablo Barreno, Alejandro Marinao and Daniela Salzotto.
Five lawmakers appeared absent from the session: Luis Albreiu (FdT), Gabriela Araham (UC), Ramon Chiocconi (UC), Adriana Del Agua (JSRN) and Facundo Montecino Odarda (FR).
The debate opened with Avila’s presentation, describing the availability of these financial instruments as “indispensable” although he highlighted that the amounts set “are maximum.”
Casamiquela and Berros argued the negative votes of the Frente de Todos. “It is irresponsible”, because the government “goes into debt once more with Letras for 30 billion pesos”the first remarked while the second Berros remarked that he continues “putting the financial health” of Río Negro at risk.
Then, Marcelo Mango, Daniel Belloso and Nicolás Rochas advanced the endorsements of the Frente Grande, Unidad Ciudadana and Frente Renovador. Also speaking in the same direction were Luis Noale from San Antonio (from UC but re-elected by JSRN), and the official Soraya Yahuar.
Before, Martín, from JxC, anticipated his rejection due to “the disorder” and the “lack of predictability” facing a “fragile” financial situation, with a review of the provincial numbers.
Finally, Facundo López, as head of the JSRN bench, closed the debate with questions to the JxC and FdT legislators because they repeat the reasons for their rejections and, furthermore, ignore the national context.
Specific, The approved project authorizes the Executive Branch to “issue Treasury Bills, starting January 1, 2024 for an amount of up to 30,000 million “aimed at covering seasonal cash deficiencies.” Currently, this permit reaches 12,000 million.
The second article modifies the overdraft limit in Patagonia bank accounts. For 2023 it is set at 12,000 million and a limit for 2024 at 40,000 million pesos was approved.
Finally, the approved regulations also allow the Executive Branch to “subscribe loans with the “Federal Trust Fund for Regional Infrastructure” (FFFIR)” for “the financing of the repaving of provincial routes No. 6 and 8 for up to 38 million dollars ”.
