Moscow – Bulgaria denied permission to fly to the plane carrying Russian Foreign Minister Sergei Lavrov. This forced Lavrov to fly longer distances over Greece to attend a meeting of foreign ministers on European security and cooperation (OSCE) in Macedonia.

Russian Foreign Ministry spokeswoman Maria Zakharova alleged that permission was denied because she was on the plane. Maria Sakharova is banned by the European Union. Ukraine, Estonia, Lithuania and Latvia boycotted the conference in protest at the participation of the Russian foreign minister.
