He is the son of Juan José Delpino, a renowned union leader who led the Confederation of Venezuelan Workers (CTV).

Likewise, it was known that Delpino lived in the United States (USA) before taking over as head of the electoral body in August 2023.

He has a long history of 20 years as an electoral technician. He was substitute rector of the CNE, appointed on June 12, 2020 by the Constitutional Chamber of the Supreme Court of Justice (TSJ).

During that period he was part, along with Tania D’Amelio and Gladys Gutiérrez, of the Civil and Electoral Registry Commission. He was general director of Political Participation of the CNE.
