In an innovative move aimed at enhancing financial management, the municipal administration has implemented a budget adjustment totaling €5,445,790, allowing interest payments on mortgages to be deferred until payment to suppliers is made. This strategy is part of a broader financial maneuver to strengthen public services without imposing additional burdens on citizens.

«As part of the actions implemented to limit spending as much as possible without weighing on citizen services – announces the deputy mayor and councilor for economic resources Isabella Sala– we utilize a flexible mortgage model to fund two major three-year projects. This approach enables us to optimize interest payments, ensuring that they occur only when we process payments to suppliers. With these loans, we will support the Province’s investment of €2,250,000 earmarked for the construction of the new Debba bridge along with a comprehensive three-year asphalting initiative, amounting to another €3 million allocated for 2024. This financial strategy not only meets immediate infrastructure needs but also secures crucial multi-year investments, providing a solid financial foundation for ongoing projects. Moreover, it allows us to allocate funds towards establishing the vital role of the energy manager, and to address pressing social issues, including housing emergencies and library funding.»

The maneuver also records a saving of €200,000 in personnel spending and a saving of €60,000 in interest expense and mortgage amortization. With the available funds, it is now possible to respond to emerging social needs, including an allocation of €178,000 directed toward assisting women victims of violence, support for minors placed in judicial custody, and covering the costs associated with reception facilities.

Among the other items of the adjustment, €30,000 will facilitate the introduction of the energy manager role to bolster the municipal energy strategy. Furthermore, €40,000 will enhance funding for initiatives aimed at revitalizing the historic centre, €20,000 will be dedicated to reorganizing electoral sections while ensuring adequate information dissemination for affected citizens, €30,000 will be allocated for maintaining municipal sports facilities, particularly for improving the fire prevention system in the sports hall, and €72,000 is earmarked for initial renovation work on the property seized from the mafia in Viale D’Alviano. Additionally, €30,000 will be used for new furnishings in the Villaggio del Sole library, which is relocating to a more accessible ground-floor location designed to enhance the user experience.

Among the revenues, the settlement records €3,500,000 received by the Municipality from Iricav Due on behalf of RFi, relating to the expropriation of municipal warehouse areas on via Frescobaldi and the city hotel on via Giordano. This sum will be critical in setting up new headquarters for both services as part of the high-speed rail project. Finally, the budget introduces a new line item dedicated to a “fund for legality and for the protection of local administrators who are victims of acts of intimidation.” This will receive €24,108.76 from the State to support legality education initiatives throughout the municipality.
