In a move aimed at enhancing digital accessibility and consumer satisfaction, the Bangladesh Telecommunication Regulatory Commission (BTRC) has mandated mobile network operators (MNOs) to roll out unlimited internet packages. These packages, designed to cater to both validity and data volume, are expected to revolutionize how users interact with mobile data services.
issued on a recent Sunday, the directive requires MNOs to allow customers to carry over unused data when they renew or repurchase the same package before its expiration. This ensures that users no longer lose their remaining data, a common grievance among subscribers. The BTRC emphasized that these unlimited packages should be affordable and consumer-centric, with operators also permitted to introduce time-limited options based on user needs.
Additionally, the commission has imposed restrictions on offering internet packages between 12:00 AM and 6:00 AM.To further promote digital inclusion, MNOs are encouraged to provide 200 MB of free data monthly to all active users, though this remains optional. The directive also clarified that unlimited volume packages woudl still come with certain time constraints, ensuring a balance between user benefits and operational feasibility.
For years, both telecom stakeholders and consumers have advocated for unlimited internet packages, citing dissatisfaction with existing time-bound plans. Many users struggle to fully utilize their data before it expires, especially with packages typically lasting between seven days and a month. Unlimited options, while available, are frequently enough priced prohibitively high, limiting their accessibility.
BM Mainul Hossain, a professor at the University of Dhaka’s Institute of information Technology, praised the initiative but urged the BTRC to consider the operational challenges faced by MNOs.“While the directive is commendable from a consumer perspective, it’s crucial to evaluate its feasibility for operators who must safeguard their investments,” he said. “Ensuring fair competition and stakeholder involvement in such decisions is equally important.”
Shahed Alam, Chief Corporate and Regulatory Officer at Robi Axiata, welcomed the directive, expressing optimism that it would address consumer grievances. “We hope this move will alleviate the frustrations of digital service users,” he remarked.
The directive also outlined exclusions, noting that international roaming, IoT, corporate, and SME services would remain unaffected by these new regulations.
