Bryan Perro and Culture Shawinigan: Questionable Management Practices and Financial Transparency

Self-production, dubious ticket promotions, questionable transparency… The management of Bryan Perro at the head of Culture Shawinigan has been singled out yes in the last hours, but what we understand from the testimonies collected is that it has been disturbing since he took office 8 years ago.

An employee, whose identity is being protected, worked 12 years in the administration of the organization under two different general managements. She saw that the tone had changed drastically and that it was no longer necessary to contradict the decisions: now those of Bryan Perro.

“He wanted to control everything and the people who were a little more resistant, or who didn’t necessarily accept his way of doing things, well they were pushed down. We all fell one after the other,” she admitted.

Mr. Perro has done a major cleaning up of the old guard. Those who were in office at the time have some memories of his management and feel the same unease as eight years ago.

“With Bryan, I was sometimes aware where [il ne détournait pas nécessairement], but allocate the sums to other things or thwart to have access to the sums, but without it applying to what it was initially dedicated to. It went against my values,” added the employee.

The former general manager of the place did not want to play the role of mother-in-law in this matter, but nevertheless admitted to having asked herself many questions about the new way of managing.

“A deficit is widened by bad decisions. It is exacerbated by exceptional situations, of course, by a lack of income or ambitions for which we do not have the means,” declared Louise Martin.

The analysis promised by an external firm will be able to confirm where this huge hole in the budget comes from.

“It is not customary among the broadcasting organizations which are our members, at least for the types of projects similar to this type of organization, to accumulate deficits which are so significant. Now, that also raises the whole question of transparency,” raised the general director of the RIDEAU Association, Julie-Anne Richard.

“Did the CA know about it, but didn’t know about it then? But you know, she’s the kind of person who was able to give you the answers so that you end up adhering to her thoughts and her vision,” added the ex-employee.

“I left it in good financial condition. Our goal as a non-profit organization and performing arts presenter is not to make a profit, but to achieve a balanced budget. I just hope that everyone will take responsibility in this situation and that Culture Shawinigan will celebrate its 20th anniversary as it should in 2024,” clarified and hopes the former general director, arguing that the current deficit is possibly not just the tip of the iceberg.

The Ministry of Culture, for its part, confirmed that in 2021, it had already observed gaps in reporting through an audit. It had made it possible to prove that expenses incurred by the organization were ultimately not eligible for subsidies.
