Brussels Scooter Regulations: Decline of Tandem Riding and Tougher Restrictions

For a year, the behavior has been prohibited: it is now forbidden to ride two on a scooter. A measure taken by Vivaldi last summer, along with the ban on driving on the sidewalk and under 16 years old.

In the Brussels Region, where 20,000 self-service scooters are operated, the practice of tandem scooters is visibly on the decline. “Returns from the field indicate that this type of behavior has been on the decline since the entry into force of the new regulations”, indicated this Tuesday in committee the regional minister Elke Van den Brandt, questioned by the deputy Marc Loewenstein (Challenge).

In the Brussels-Ixelles area, 61 offenses were recorded between January and June 26… compared to 230 from July to December 2022. The Montgomery area recorded 41 fines from July to November 2022, compared to only 6 between January and March of this year .

For its part, the Brussels North zone recorded 347 offenses between July 2022 and May 31, 2023. As for the Marlow zone, 78 incidents have been observed in the last twelve months.

As a reminder, the number of operators and machines will be drastically reduced by 2024: only two companies will be able to operate 4,000 scooters each, compared to 20,000 currently on the territory. As part of the call for applications, the implementation of a device preventing tandem driving “may be valued” in the road safety criterion. A system demanded by MP Loewenstein. “We have to make it technically impossible for several people to ride. Operators are already doing it, like Pony.”
