After having already replenished Urban’s coffers twice, the Brussels government is working on a solution to pay renovation bonuses. A payment deferral to 2024 is not excluded.
For several months now, the Brussels government has been trying to find a solution to the budgetary problems encountered for the payment of the part of the Renolution bonuses processed by the urban.brussels administration.
As a reminder, the Brussels executive had initially released a budget of 53 million euros for Renolution bonuses, in 2023. Two institutions share the envelope as well as the management of the granting and payment of these bonuses. Brussels Environment, which processes requests relating to energy saving, had a budget of 42 million euros. Urban, where more ambitious renovation projects are handled (extensions, projects with an architect, etc.), received nearly 11 million euros.

“We have increased the budget by 6.6 million euros. 4.6 million coming from my skills, namely ‘urban renovation’ and 2 million from Brussels Environment“, explains Brussels Minister-President Rudi Vervoort (PS), represented this Monday in the “territorial development” committee by Ans Persoons (Brussels Secretary of State for Urban Planning) and questioned by several deputies.
“Without a budgetary transfer, the bonuses will be paid in the 2024 budget at the latest.”

This was not enough because, Already in September, Urban was facing the same budgetary problem. “A second wave of transfer was carried out, still within my skills, this month (October, Editor’s note) for an amount of 8.250 million euros in order to pay the bonus to the 618 owners whose file has been declared complete since this summer”, further indicates the Minister-President.
In total, no less than 14.9 million euros were therefore transferred to Urban in 2023 to continue to ensure access to Rénolution bonuses.
The postponement to 2024 envisaged
But other owners, particularly those who will submit a bonus request once more this year, will undoubtedly have to be patient. “Any request submitted will be processed and will be paid as quickly as possible, as soon as budget transfers are made“, indique Rudi Vervoort.

The socialist’s cabinet estimates that at the current rate, around 2,000 applications might still be submitted this year. And that possible budgetary margins, within its budget, might still be identified by the end of the year. “This work is ongoing.”
But a postponement of payments to the following year is not excluded. “The postponement to 2024 of part of the processed requests constitutes the ultimate solution and must be accompanied by a structural reform of the conditions for granting bonuses, so as to avoid congestion. The lasting solution will come through this reform, which is currently being analyzed with Minister Maron’s office“, affirms the office of the Minister-President.
