Brussels is dirty. It is a fact. Gutted trash cans, flying rubbish, scattered household waste, incivility, smells of urine, tags on the walls… No bashing here, but an observation that we would have preferred never to make. Brussels also suffers from drug trafficking and the insecurity it causes, and homelessness which affects no less than 7,000 people. So many human tragedies. The recent major cleaning operation at Gare du Midi was expected and desired, but in the absence of a comprehensive plan, the problem is only moving from station to station.
The impact of this blackboard on the economic growth of the capital is indisputable. This vicious circle seems insoluble as the institutional reforms have made the sharing of powers more complex. We have reached such a point that everyone keeps passing the buck, between municipalities and region, and between region and federal. By force, these excuses become inaudible. The current paralysis is all the more worrying as we are promised a new round of institutional discussions, while the latest state reform (2014) is in no way digested. Citizens, taxpayers and entrepreneurs no longer support it. This anger once morest inaction and mismanagement is a terrible time bomb for Brussels, but also for the democratic parties and for Belgium.
For many politicians, more resources are always needed, when they are already considerable. Taxes and multiple taxes are already enough of a burden on the middle class and workers. The sharp increase in the property tax in several Brussels municipalities demonstrates the current indecency. Finally, can’t reflection focus first on the allocation of existing resources and on the quality of public management? Could we not analyze in depth the effectiveness of the State and its innumerable tools (intermunicipal, provincial, parastatal, etc.)? The reform of Bruxelles-Propreté is slow to bear fruit. Security policy is fragmented and poorly coordinated. The federal asylum policy, a shipwreck. Etc.
A regional minister at the heart of this problem, such as Alain Maron who is in charge of public cleanliness and homelessness, cannot confine himself to noting the limits of his means of action. Minister-President Rudi Vervoort must also change register. The situation is complex, the stakes are considerable. It requires leaders to move mountains to meet their responsibilities.
