Bringing the SPÖ into Line: Pilot Project on Working Hours, Public Holidays, and Free Childcare

At the party conference next weekend, Andras Babler wants to bring the SPÖ into line in terms of content. He calls for a pilot project to reduce working hours, catch up on public holidays and a legal right to free childcare.

Wien. Recently, SPÖ leader Andreas Babler has once more had to struggle with increasing internal resistance: the Burgenland comrades are dissatisfied with the list of candidates for the EU elections, and state party leader Hans Peter Doskozil will be staying away from the party congress. And the mayor of Linz, Klaus Luger, also distanced himself from the federal party.

For Babler, the party conference next weekend is a crucial event for his continued leadership: the aim is to break free from the internal quarrels and at the same time give the starting signal for the election campaign. Babler not only wants to have his statute reform passed there – this will fix the election of the chairman by the members – but also bring the party into line in terms of content. The party congress will use the motions to determine a content profile that will move the SPÖ significantly to the left.

The applications

The SPÖ has compiled the 169 applications on 321 pages. They come from federal party, state and district organizations. Not everything is highly explosive (one proposal deals with the “suffering of the young goose”), and a lot of things will certainly not be decided. In the SPÖ, an “application commission” makes a pre-selection and makes a recommendation for approval (which happens most of the time) or for “assignment” to a committee (a friendly term for “filing in a circular file”). For example, the application for the introduction of an “unconditional basic income” made by the Carinthia state organization and the Innsbruck City district party will probably not be approved.

Thematically, applications in the work and social sectors dominate. International issues, which traditionally play a major role in the SPÖ, are sparsely represented this time: there are a total of six motions, two of them on the situation in Iran. The commission recommends approval for around 70 applications, the most interesting being the “leading motions” – because these are the substantive positions that party leader Babler wants to swear the SPÖ into at this party conference.
