Islamic Jihad announced in a statement that it was boycotting the meeting to protest once morest the detention of some of its members and those of other factions in Palestinian Authority prisons in the West Bank. The two main Palestinian formations, Fatah of Mahmoud Abbas and Hamas, have been at odds since the 2006 elections won by Hamas.

The objective is to “agree on a national plan to deal with the extremist practices and the aggression” of Israel, to “end the division in order to form a unified Palestinian government and to hold presidential and legislative elections.
