The Minister of Health has declared himself in favor of banning “puffs”, disposable electronic cigarettes popular with young people, but plans to open up the prescription of certain nicotine substitutes in the form of electronic cigarettes to pharmacists.

If he is in favor of banning “puffs”, disposable electronic cigarettes, François Braun wants to “maintain” “nicotinic substitutes for quitting tobacco” in the form of electronic cigarettes, he declared on Sunday while he was invited by the Grand Jury RTL-LCI-Le Figaro.

“Gradually taper” nicotine until quitting

“It’s a prescription, moreover I plan to open this possibility of prescription also to pharmacists who are confronted with these smokers who want to quit”, developed the Minister of Health.

This prescription will exclude puffs, “these colored products” which “bring young people to tobacco” according to him, but will concern “nicotinic substitutes with these electronic cigarettes”, which they “allow to gradually reduce their consumption of nicotine and to stop “.

Asked regarding a possible reimbursement, François Braun replied that the subject was “on the table as part of the next anti-tobacco plan” of the government, planned for the period 2023-2028″.

He also said he wanted to tax “all tobacco products such as heated or chewing tobacco in the same way” as the pack of cigarettes.

“Do not turn a smoker into a vaper”

The prescription by pharmacists and the possible future reimbursement of electronic cigarettes “can be a good idea if it manages to help smokers quit tobacco”, estimated Doctor Loïc Josserand, president of Alliance once morest tobacco, on Sud Radio this Monday. In this case, it “will help with weaning” and will mechanically “have fewer smokers”.

On the other hand, since the objective is weaning, this must be done in a “limited period in terms of weeks” or “a few months. But it must not transform a smoker into a vaper”. The prescription must then target “a smoker who wants to quit and who stops using this device”, judges Loïc Josserand, recommending a follow-up of the pharmacist “to offer (to the patient) a progressive weaning of his nicotine”.

For him, vaping allows smokers who want to quit smoking, “as we manage to quit with more classic nicotine replacement therapy” such as patches or gum. It also warns vapers, who should not be “vape-smokers”, and therefore alternate electronic cigarettes and tobacco.
