Triple benefit

The responsible Ministry of Development notes that the implementation of this measure will lead to a triple benefit, concerning consumers, businesses and the environment. And this, since phenomena of food waste (food waste) or the destruction of stocks that might be made available at particularly low prices to interested consumers will be dealt with, while at the same time the adoption of new environmentally sustainable behaviors by citizens and the supply chain is promoted.

Promotional actions that can be implemented include the following:

* The sale of a product for which it is stated in any way that it is sold at a lower price than any reference price (e.g. discount or offer),

* the sale of a product for which it is declared in any way that it is sold in a package containing an additional quantity as a “gift” for the consumer,

* the sale of multiple packaging, consisting of more than one identically packaged product, for which it is declared in any way that it contains one or more “GIFT” packaging or that it is offered at a lower price than any reference price (e.g. discount or offer ),

* the sale of a product that is declared to be sold together with another, different, product as a “GIFT”,

* the sale of a product with a discount or offer provided by a discount coupon, gift certificate, shopping points or other reward systems (e.g. loyalty cards),

* engaging in any retailer brochure or advertisement that states or implies that the product is offered at a consumer-friendly price (eg references such as “only”, “best value”, “great price”, “bargain”).

Extension of the measure and strict penalties

In 60 product categories, the ban on promotions will be applied for three months when there has been a price increase. The reason specifically for the following: rice, bread and toast, pastries, toast, pasta, flour, pulses, cold meats, canned goods, frozen fish, fresh pork, fresh chicken and chicken parts, fresh beef, fresh whole and low-fat milk fat, highly pasteurized (long-term) whole and low-fat milk, chocolate milk, plant-based drinks, evaporated milk, yogurt and yogurt desserts, creams and rice milk, cheese, tomato juice, sauces and stock cubes, mayonnaise, ketchup, eggs, butter and margarines, jams and spreads, olive oil, seed oils, frozen vegetables, frozen doughs, sugar and sweeteners, oat products, baby cream, baby milk, packaged coffee, juices, soft drinks, beer, water, chocolate (solid and beverages ), wine, fuels (firewood, pellets, briquettes), detergents of all kinds, kitchen paper, toilet paper, oral hygiene products, shaving products, menstrual products, shampoo and hair care products, shower gel or similar, liquid and solid soaps situation, incontinence diapers, baby diapers, baby wipes, baby shampoo, dog food, cat food and halva.

Penalties

It is noted that by decision of the Minister of Development, limitations can be placed on the amount of operating costs, the procedure for control and the imposition of sanctions, the escalation of fines, as well as any other necessary detail for the implementation of the legislation can be determined.
