Like almost everywhere in Walloon Brabant, Braine-l’Alleud faces strong real estate demand. If individuals are asking, real estate companies build to meet them. This is the case in the meadow located between Pont Courbe, Chaussée Reine Astrid and Rue de la Vallée Bailly. For several years, two projects have existed to build in this area. On the one hand, Promiris, a Lahulpoise company, wishes to build a serviced residence for seniors with 120 housing units with 49 underground car parks and 20 outdoors, on the Pont Courbe side (railway), hence the name of the project. On the other hand, Evillas aims to build 48 housing units with 54 parking spaces and 42 exterior ones, this time along the Courbe Bridge up to the roundregarding.

Lately, the Vallée Bailly neighborhood committee launched two appeals to the Council of State concerning the two projects. Residents of the Bailly Valley denounce two major problems. First of all: the scale of the buildings. Already overlooking the adjacent streets, they should include many more floors: “We want respect for the existing buildings and not buildings in spaces where they are houses with 2-3 facades”, explains Josette Porée, secretary of the Committee Bailly Valley. The other point addressed is the flow of water and drainage, “the meadow provides security in the event of a storm. In addition, the water feeds the water table which is just below the Bailly Valley”. The two constructions therefore risk preventing the penetration of rainwater which will flow down the street: “When it rains a lot, like recently, I already have water in my cellar” illustrates Josette.

As for appeals, the residents’ lawyer is confident: “We have every chance of winning” but the problem is that we need the means to follow the procedures. “We are asking for support if people want us to respect the buildings.” If this affair resembles a fight “of the iron pot once morest the earthen pot” as Josette says, she gives as an example the project of seven buildings on rue du Bouton d’Or, next to the Cardinal Mercier college, in 2006 , where local residents won their case two years later.

Brainois Town Planning Alderman Jean-Marc Wautier would like to reassure the residents of the neighborhood: “We understand the local residents. This type of project changes habits, creates anxieties, fears and concerns for the balance of the neighborhood”. But Alderman Brainois takes the Bellecour project on the site of the old high school as an example: “When the announcement was made, local residents were also worried but, now that the work is progressing, they are more and more reassured”. Regarding the two Vallée Bailly projects, the alderman explains that the prairie land is divided into three. The first two parts will be used for the construction of the Promiris and Evillas buildings but the town will gain sidewalks and tracks for soft modes of transport and the possibility for buses to turn around more easily rather than going through roundregardings. points. Outdoor parking spaces are also planned to relieve congestion on rue Vallée Bailly. As for the third part of the land, it should one day accommodate houses “but for the moment there are no plans” and therefore remains in the green zone.

For drainage, Jean-Marc Wautier is certain, the constructions will improve the current conditions “The Region is competent in the field, it is already submitting its opinion. And during the work, drainage is planned so water management is done. The problem when land is grazed is that once it is waterlogged, it no longer catches water. But here we put large timed tanks. That is to say, once the first tanks are filled, reserves of 1000 liters take over with a drainage system”.

For Promiris, the alderman announced that the municipality hesitated for a long time on its serviced residence project: “We wanted to be sure that they were reliable and, in fact, they have specialized in this type of very high-end residence for years 90.” It now remains to convince local residents.
